BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session on September 15, 2020. This is in accordance with the adjournment of the September 1, 2020, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on September 10, 2020.  The agenda was not amended less than 24 hours prior to the meeting.

The Chairman called the meeting to order at the hour of 8:30 a.m. Present on roll call were:  Chairman Robert Post; Vice Chairman Robert Gifford; Member Sharon Sandberg; Bernice Huffman, Assessor; Mark Kovarik, Attorney; Lisa Cross, County Clerk; Tom Neal Highway Superintendent.  At various times, Monty Stoddard, Treasurer; Travis Fix, Murphy Tractor.

The Chairman stated that the open meetings law is posted on the Commissioner meeting room window and that paper copies are available on the table by the door.

The agenda was examined, and Sandberg moved to approve as presented. Second by Gifford.  Roll call vote:  Sandberg, yes; Post, yes; Gifford, yes.

The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the September 1, 2020, minutes of the previous meeting.  Second by Sandberg.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

ITEMS OF BUSINESS BEFORE THE BOARD OF EQUALIZATION –

1.      Tax List Correction – After review, Sandberg made a motion to approve the tax list correction.  Second by Gifford.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:41 a.m. Second by Sandberg. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on October 6, 2020, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

Sandberg moved to approve the minutes for August 18, 2020, for the Common Mullein Meeting, minutes for September 1, 2020, and minutes for September 18, 2020, budget hearing and that the actions therein be ratified. Second by Gifford. Roll call vote: Gifford, yes; Post, yes; Sandberg.

ITEMS OF BUSINESS BEFORE THE BOARD

1.      Common Mullein – tabled

2.     Set Date for November 3, 2020 Meeting – Gifford moved to have the meeting for November 3, 2020, set for November 10, 2020.  Second by Sandberg.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

3.     Open Bids for Dozer – One bid from Nebraska Machinery and three bids from Murphy Tractor were opened.  After review, Sandberg made the motion accept the bid from Murphy Tractor for the 750J for $50,900.00 with trade for the Cat D7.  Second by Gifford.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

1.     Common Mullein – Mark Kovarik prepared a petition to the Director of Agriculture of State of Nebraska requesting to claim Common Mullein as a Noxious Weed.  The petition will be signed and sent in with the Common Mullein hearing minutes and the Common Mullein hearing transcript.

COMMITTEE REPORTS

Bob Gifford reported that Panhandle Public Health District had a meeting and got caught up on everything that was postponed due to the pandemic.

HIGHWAY SUPERINTENDENT

Tom Neal, Highway Superintendent, reported that they are working on Road 6 and will be there for a while.  The focus will be to finish the FEMA roads so the construction phase will be complete.

CLERK

Lisa Cross, Clerk, reported they have been getting ballots prepared and printed.  The Clerk’s Fees and the Month End for District Court were presented.  The hallway’s counter should be in around October 12, 2020.  Once the counter arrives, Tim will begin construction.  Panhandle District Meeting is in Bridgeport on September 23, 2020.

Sandberg made a motion to adjourn the meeting of the Banner County Board of Commissioners at 9:48 a.m.  Second by Gifford. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.
