BOARD OF EQUALIZATION PROCEEDINGS
The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on February 18, 2020. This is in accordance with the adjournment of the February 4, 2020, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse. Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.
The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk. A copy was emailed to each board member on February 14, 2020. The agenda was not amended less than 24 hours prior to the meeting.
The chairman called the meeting to order at the hour of 8:31 a.m. Present on roll call were: Chairman Robert Post; Vice Chairman Robert J. Gifford; Member Sharon Sandberg; Mark Kovarik, Attorney; Tom Neal, Highway Superintendent; Toney Krajewski; Lisa Cross, County Clerk. Present at various times, Monty Stoddard, Treasurer.
The chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.
The agenda was examined, and Sandberg moved to approve as presented. Second by Gifford. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.
The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the minutes for February 4, 2020, and that the actions therein be ratified. Second by Sandberg. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.

ITEMS OF BUSINESS BEFORE THE BOARD OF EQUALIZATION –
Item #1 –Hearing on Permissive Exemptions – Called to Order at 8:32. A list of the Permissive Exemptions were read. There were no comments. Close Hearing 8:37.
Item #2 – Discussion and possible action on Permissive Exemptions – Sandberg made the motion to approve and have the Chairman sign the Permissive Exemptions with the exception of all the Historical Society. Second by Gifford. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes. Gifford made the motion to approve and have the Chairman sign all the Permissive Exemptions for the Banner County Historical Society. Second by Post. Roll call vote: Post, yes; Gifford, yes; Sandberg, abstained.
Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:43 a.m. Second by Sandberg. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on March 3, 2020, or at the call of the clerk. A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

Item #1 –Void check #02002038 – Gifford made the motion to void check #02001043. Second by Sandberg. Roll Call Vote: Post, yes; Gifford, yes; Sandberg, yes.
Item #2 – Discuss Road Haul Agreement – There was discussion on the Road Haul Agreement. An example of an agreement from another county was reviewed to give ideas of items that need to be considered. The company we work with will more than likely bring an agreement of their own.
Item #3 – Discussion and possible action on proposed cost from PADD for updating Comprehensive Plan – An estimate from PADD for updating the Comprehensive Plan for Banner County was received. The committee meets tonight.
COMMITTEE REPORTS
Bob Gifford reported that Panhandle Public Health District went with the NACO pool for health insurance.
Sharon Sandberg stated that the Aging Office of Western Nebraska discussed possible proposed budget cuts.
HIGHWAY SUPERINTENDENT
Tom Neal reported that he spoke with a resident about cleaning out a box culvert on the Wright’s Gap Road. There is a gopher hole leak on County Road 36 that is going into the road ditch. That should be repaired today. There was a bid placed on a Kenworth on Big Iron.
COUNTY ATTORNEY
Mark Kovarik stated that he has some of the ongoing cases closed out at this last District Court date. Mark has been busy filing traffic tickets with County Court.
TREASURER
Monty Stoddard, Treasurer, reported he has been working on collections for 2018. It’s going well and hopefully can avoid a tax sale. The Treasurer’s Office is moving along with the Victory Program. Banner County may be investing money thru NPAIT which is handled by PMA Financial. PMA Financial is backed by NACO.
CLERK
Lisa Cross, Clerk, presented both the District Court month end reports and the County Clerk Fees. Lisa attended the County Clerk’s meeting last Thursday. Election is moving along.
SHERIFF
The Sheriff’s Fees were presented to the Board of Commissioners.

The meeting of the Banner County Planning & Zoning Committee was called to order at 6:34 p.m. February 18, 2020 by Charlie Singleton. Notice of the meeting was published in the Scottsbluff Star Herald and posting notices in Harrisburg at the Post Office, Banner County School, and the front window of the Banner County Courthouse. A copy of the Open meetings Act was located in the Commissioner’s Room. Proof of publication is on file of the office of the County Clerk and is made part of these proceedings by reference.
The agenda was kept current, was available for inspection during regular business hours of the office of the County Clerk, and the agenda was not amended less than 24 hours prior to the meeting.
Present at roll call were Charlie Singleton, Lyle Huffman, John-Robert Faden, Evelyn Browne, Kurt Baker, and visitors: Mark Kovarik, County Attorney; Richard Browne, Joe Singleton, Bill Griffiths, Susan Griffiths and Sharon Sandberg. Absent: None. A quorum was present.

There were no minutes of previous meetings to approve due to lack of quorum.

Discussion of the Comprehensive Plan – There was discussion of the Comprehensive Plan and that the committee needs to get the estimate from PADD to the Banner County Board of Commissioners. It was put on the agenda for next meeting.
Discussion of PADD presentation – It was discussed that PADD spoke with the committee and gave an estimate to update the Comprehensive Plan. PADD gave examples of ways they can help and guide the committee.
Browne made a motion to adjourn the meeting of the Banner County Planning and Zoning Committee at 6:55 p.m. Second by Faden. Roll call vote: Singleton, yes; Huffman, yes; Baker, yes; Faden, yes; Browne, yes. The next meeting will be held in regular session on March 16, 2020.
