BOARD OF EQUALIZATION PROCEEDINGS

 The Banner County Board of Equalization met in regular session on December 15, 2020. This is in accordance with the adjournment of the December 1, 2020, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on December 11, 2020.  The agenda was not amended less than 24 hours prior to the meeting. 

The Chairman called the meeting to order at the hour of 8:35 a.m. Present on roll call were:  Chairman Robert Post; Member Sharon Sandberg; Vice Chairman Robert Gifford; Bernice Huffman, Assessor; Mark Kovarik, Attorney; Lisa Cross, County Clerk; Tom Neal, Highway Superintendent.   

The Chairman stated that the open meetings law is posted on the Commissioner meeting room window and that paper copies are available on the table by the door. 

The agenda was examined, and Sandberg moved to approve as presented. Second by Gifford.  Roll call vote:  Sandberg, yes; Post, yes; Gifford, yes. 

The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the December 1, 2020, minutes of the previous meeting.  Second by Gifford.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

ITEMS OF BUSINESS BEFORE THE BOARD OF EQUALIZATION – 

1.      None 

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:44 a.m. Second by Sandberg. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on January 5, 2021, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

COMMISSIONERS PROCEEDINGS 

The Banner County Board of Commissioners met in regular session on December 1, 2020.  This is in accordance with the adjournment of the November 17, 2020, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference. 

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on November 25, 2020.  The agenda was not amended less than 24 hours prior to the meeting. 

The Chairman called the meeting to order at the hour of 8:45 a.m. with the Pledge of Allegiance.  Present on roll call were: Chairman Robert Post; Member Sharon Sandberg; Mark Kovarik, Attorney; Lisa Cross, Clerk; Bernice Huffman, Assessor; Tom Neal, Highway Superintendent via Zoom..  At various times:  Vice Chairman Robert J. Gifford via Zoom;  Monty Stoddard, Treasurer; Kathy Natale, Deputy Treasurer; Ross Coalson.

COMMITTEE REPORTS –

Region 1 is going to have a meeting via zoom so they can take care of their business. 

HIGHWAY SUPERINTENDENT

Tom Neal, Highway Superintendent, reported that all of the guys are blading.  A request was made to Tom to put up a fence.  

COUNTY ATTORNEY

Mark Kovarik, County Attorney, reported that business as usual with County and District Court.  Most of the cases are traffic cases.   

TREASURER

Monty Stoddard, Treasurer, reported the tax statements have been mailed out.  Monty and Kathy will have Treasurer’s Certification Classes online for the next two weeks.   

CLERK

Lisa Cross, Clerk, reported that Election is complete and things have calmed down.  Jennifer is working on scanning the resolutions. 

Sandberg made a motion to add claim #02012045 to Cleary Building Corp for $2,786.00.  Second by Gifford.  Roll call vote: Post, yes; Gifford, yes; Sandberg, yes. 

Kathy Natale, Deputy Treasurer reported that she has been working on some grants.  FEMA denied the meeting OWL and the other media equipment.  Since it was declined by FEMA, Kathy is working doing a grant with the CARESACT to see if they will possibly cover it. 

1.      Sign Contract for Cleary Building – The contract for the Cleary Building for the generator was signed and a deposit was made.

Sandberg made a motion to adjourn the meeting of the Banner County Board of Commissioners at 9:53 a.m.  Second by Post. Roll call vote: Sandberg, yes; Post, yes. The next meeting will be held in regular session on December 15, 2020, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.
