BANNER COUNTY

BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session on June 2, 2020. This is in accordance with the adjournment of the May 19, 2020, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.  

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on May 29, 2020.  The agenda was not amended less than 24 hours prior to the meeting.  

The chairman called the meeting to order at the hour of 8:30 a.m. Present on roll call were:  Chairman Robert Post; Vice Chairman Robert J. Gifford; Member Sharon Sandberg; Mark Kovarik, Attorney; Bernice Huffman, Assessor; Lisa Cross, County Clerk.  Various times Tom Neal, Highway Superintendent; Tim Newman, Emergency Management.  

The chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.   

The agenda was examined, and Sandberg moved to approve as presented. Second by Gifford.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.   

The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the minutes for May 19, 2020, and that the actions therein be ratified. Second by Sandberg. Roll call vote: Sandberg, abstain; Post, yes; Gifford, yes.

ITEMS OF BUSINESS BEFORE THE BOARD OF EQUALIZATION –  Item #1 – None

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:45 a.m. Second by Gifford. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on June 16, 2020, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD  

2.  Tim Newman – Interlocal Agreement – The only change on the new Emergency Management Region 22 Interlocal Agreement is that the payment for Banner County goes from $5,500.00 to 8% of the net expenses.  At this point, that still makes the dollar amount the same.   Gifford made the motion to adopt the Emergency Management Region 22 Interlocal Agreement and authorize the Chairman to sign.  Second by Sandberg.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.   Sandberg made the motion to approve the Resolution 20-08 and authorize the Chairman to sign.  Second by Gifford.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.            

1.     Safety Glass - Sandberg made a motion to go with the bid for $3680.00 from Steve Warner.  Second by Gifford.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

3.     Cash-In-Lieu – Sandberg made a motion to approve Resolution 20-09 that approves to offer Cash-In-Lieu at $325.00 per single and $650.00 per family.  Second by Gifford.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

4.     Road Agreement – Post made a motion to sign the Road Agreement with Scotts Bluff County.  Second by Gifford.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

5.     CareAct – It was discussed the items that can be considered on the CareAct. Extra cleaning, cleaning supplies, glass at the counters, and tv and camera to use for meetings are what they mentioned.  Bob Gifford will talk to Tim Newman and we will go from there.

6.      Opening Date for Courthouse – The courthouse officially opened to the public June 1, 2020.  

COMMITTEE REPORTS   Bob Post reported that NACO will be doing a webinar on June 4, 2020.  

Sharon Sandberg reported that the Aging Office had a conference call.  They received some COVID money that they plan to use to buy shelf stable food.   

Bob Gifford said that Panhandle Health District had a meeting online.  The plan is to have one more this month.  Office of Human Development is doing the same.   

HIGHWAY SUPERINTENDENT  

Tom Neal, Highway Superintendent, reported that the road department is working on Horseshoe Bend.  They started to put hardpan on the road this morning.  Pat Parsons is putting some on Road 6.  FHWA is inspecting culverts and bridges.  A Culvert was put in on a road in Horseshoe Bend.  Murphy Tractor allowed the road department to demonstrate a mini excavator.  1 & 6 hearing meeting will be June 29th at the Year End Commissioner Meeting at 8:45. Due to the driving time, the road department construction crew will do four ten hours for two weeks only.  The road department blade crew will stay on the normal schedule.  

COUNTY ATTORNEY  

Mark Kovarik, County Attorney, said he has a sentencing in Kimball County this afternoon.  He has both County and District Court later this week.  Traffic stops are starting back up in numbers.  

CLERK  

Lisa Cross, Clerk, presented the month end for District Court, the County Clerk Fees and the Sheriff Fees.  The Blue Cross Blue Shield sub application has been turned in.  Everything for Election is wrapped up.  Things are going very smooth.  

EMERGENCY MANAGEMENT  

Tim Newman reported that we are still in the middle of a pandemic.  He has been working with Unified Command.  A lot of restrictions relaxed as of June 1, 2020.  Nebraska is doing well with everything.  

WEED DEPARTMENT  

Buck Hottell said he has been looking all around the County.  He has started spraying roads and talking with some of the land owners.  Buck has noticed Common Mullein all over the place, which is a concern.  He noticed some thistle and said he sure there is bind weed but usually takes awhile to show.  He expressed that Common Mullein may need to be declared a noxious weed.   

Sandberg made a motion to adjourn the meeting of the Banner County Board of Commissioners at 10:54 a.m.  Second by Gifford. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.
