BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session on October 20, 2020. This is in accordance with the adjournment of the October 6, 2020, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on October 15, 2020.  The agenda was not amended less than 24 hours prior to the meeting.

The Chairman called the meeting to order at the hour of 8:37 a.m. Present on roll call were:  Chairman Robert Post; Vice Chairman Robert Gifford; Member Sharon Sandberg; Bernice Huffman, Assessor; Mark Kovarik, Attorney; Lisa Cross, County Clerk; Tom Neal Highway Superintendent.  At various times Monty Stoddard, Treasurer.

The Chairman stated that the open meetings law is posted on the Commissioner meeting room window and that paper copies are available on the table by the door.

The agenda was examined, and Sandberg moved to approve as presented. Second by Gifford.  Roll call vote:  Sandberg, yes; Post, yes; Gifford, yes.

The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the October 6, 2020 and October 13, 2020, minutes of the previous meeting.  Second by Sandberg.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

ITEMS OF BUSINESS BEFORE THE BOARD OF EQUALIZATION –

1.      None

Sandberg made a motion to adjourn the Banner County Board of Equalization meeting at 8:50 a.m. Second by Gifford. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on November 10, 2020, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

Sandberg moved to approve the minutes for October 6, 2020, with the correction to include the reason there was an executive session and that the actions therein be ratified. Second by Post.  ITEMS OF BUSINESS BEFORE THE BOARD

1.     Annual Road Report – After review, Gifford made the motion to approve the Annual Road Report and authorize the chairman to sign it.  Second by Sandberg.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

2.     Security Assessment Report from Terry Baxter – A copy of the Security Assessment Report was given to each Board member.  After the members review it, Monty Stoddard, Treasurer, will set up a meeting with

Terry Baxter to review the report with the board.

3.     Plan for Nebraska Department of Agriculture – Weed – Bob Post called and talked to Mitch Coffin.  A plan has been made to fulfill the obligations that our Weed Superintendent needs to meet.  Pernell Hottell, Weed Superintendent, and Robert Post, Chairman, will meet with the Nebraska Department of Agriculture and review the plan.

4.     Building for Generator – Sharon Sandberg, Commissioner, suggested that the board may consider getting new bids for the generator building since so much time has passed since obtaining the bids.  After discussion, the decision was made to call the businesses who submitted bids and ask if they will still honor those bids.

5.     NIRMA Dividend and Membership Recommitment – After review, Gifford moved to adopt the Resolution 2020-18 that recommits our membership with NIRMA and give the chairman permission to sign it.  Second by Sandberg.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

6.     Auditor Exit Report – There was discussion about how well the audit went.  Don Wilson, auditor, said that things looked good.  The contract with Don Wilson is expired, and a new one needs to be signed if the Board of Commissioners decide that’s who they want for an auditor.  Gifford made a motion to send the Auditor Exit Report to Don Wilson, CPA, and to authorize the chairman to sign it.

COMMITTEE REPORTS - None

HIGHWAY SUPERINTENDENT

Tom Neal, Highway Superintendent, reported that the gravel from Road 13 to Dorothy Seymours’ is almost complete.  Yesterday, the road department was hauling gravel.  While waiting in line, one truck rolled into the trailer of the truck in front of it.  Tom is going to get an estimate for the repairs.  Tom has been talking to the maintenance guy in Ainsworth, Nebraska, and they have a truck going to surplus that Tom is interested in. The truck will be around $20,000.00.  Tom has been in touch with NMC about the repairs on the bucket on the 950F loader. The total to fix it will be $4,000.00.  The dozer was delivered last Wednesday.  Tom is pleased; he said it is nice and comfortable.  Transystems audited the bridge records. 

COUNTY ATTORNEY

Mark Kovarik, County Attorney, reported that court is business as usual. Last week was the County Attorney Convention.  Mark attended via zoom.

TREASURER

Monty Stoddard, Treasurer, said they may have to send out one distress warrant.  The levies from the Assessor are rolled over in MIPS.  The next thing on the agenda is to start sending out tax statements again.

CLERK

Lisa Cross, Clerk, reported that the Mock Election was completed last week and that she received an email saying things looked great.  They are going to run some more test ballots to make sure all is running smoothly.  Poll worker training was conducted last Thursday.  Banner County will have a support tech from ES&S here for election.  As of today, there are 128 Early Voter requests.

SHERIFF

The Sheriff Fees were presented to the Board.
