BOARD OF EQUALIZATION PROCEEDINGS  

The Banner County Board of Equalization met in regular session by Zoom Conferencing on May 19, 2020. This is in accordance with the adjournment of the May 5, 2020, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.   The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on May 15, 2020.  The agenda was not amended less than 24 hours prior to the meeting.   The chairman called the meeting to order at the hour of 8:35 a.m. Present via zoom on roll call were:  Chairman Robert Post; Vice Chairman Robert J. Gifford; Mark Kovarik, Attorney; Tom Neal, Highway Superintendent; Monty Stoddard, Treasurer; Bernice Huffman, Assessor; Lisa Cross, County Clerk; Tim Newman, Emergency Management; Evelyn Browne; Val JanSante, Adrian Smith’s Office.   The chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.   The agenda was examined, and Gifford moved to approve as presented. Second by Post.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, absent.   The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the minutes for May 5, 2020, and that the actions therein be ratified. Second by Post. Roll call vote: Sandberg, absent; Post, yes; Gifford, yes.

ITEMS OF BUSINESS BEFORE THE BOARD OF EQUALIZATION –  Item #1 – Protest Hearings – Gifford moved to schedule the protest hearings for July 7, 2020, & July 13, 2020. Second by Post.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, absent. . Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:43 a.m. Second by Post. Roll call vote: Post, yes; Sandberg, absent; Gifford, yes. The next meeting will be held in regular session on June 2, 2020, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

CORRESPONDENCE – None  

PUBLIC COMMENTS – Val Jasante representative from Adrian Smith’s Office said that at this point in time they are working from home.  Adrian Smith had a big meeting with producers and explained the CARE Act.  Congressman Smith is working on a bill that is for improvement for telehealth. The bill would cut thru red tape and help do things like get payments quicker from Medicaide. Adrian Smith did go and vote on the next stimulus package.  He voted no because he felt there was way too much in there that didn’t help the people.  Bob Post said that NACO is for the counties getting money directly and not all of it going to the states.

The following claims were audited, and Post moved that the claims be approved warrants and ordered drawn on the respective funds. Second by Gifford. Roll call vote: Gifford, yes; Sandberg, absent; Post, yes.

ITEMS OF BUSINESS BEFORE THE BOARD  

1.      Safety Glass – Thompson Glass is coming out to measure again and make final plans installation.  They will be sending an estimate once plans are final.

2.      International Snow Plow – Post made the motion that the declare the International Snow Plow as surplus and open it up for bids.  Second by Gifford.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, absent.

3.     Vacating of East West Alley in Block 20 of Harrisburg – There is a signed resolution vacating the alley in block 20 of Harrisburg.  It has been recorded in the Clerk’s Office and will be forwarded to the Assessor’s Office.

COMMITTEE REPORTS  

Emergency Management is postponed until this Thursday.   Office of Human Development had a conference call.  They reported all is going well with their COVID plan.        

HIGHWAY SUPERINTENDENT  

Tom Neal, Highway Superintendent, reported that the road department has been working on Horseshoe Bend.  They are pulling out dead trees and will be packing hard pan down.  Tom received a final copy of the agreement with Scott Bluff County.  There was a “Road Work Ahead” sign vandalized.  Toney Krawjeski came to Banner County and visited 20 FEMA Hazard Mitigation sites.  Toney will begin the Hydraulic Studies.  Banner County received the insurance check for the wrecked 2001 Sterling Snow Plow Truck.  

COUNTY ATTORNEY  

Mark Kovarik, County Attorney, said that court is pretty slow right now, but he has been keeping busy with the Emergency Management and the agreement between Banner County and Scotts Bluff County.

TREASURER  

Monty Stoddard, Treasurer, reported that they closed up the tax collections.  Banner County is ahead of the curve for the rest of the state for the first half.  He participated in a Zoom Meeting with the Panhandle Treasurer’s.  Two of the Panhandle Counties are open back up to the public, but nine are waiting until at least June 1, 2020.  

CLERK  

Lisa Cross, Clerk, reported that the election is complete and went very well.  There were 67 registered voters that showed up to vote.  A total of 280 out of 530 people voted.  It’s the best turnout that Banner County has had in a long time.  The state provided masks and hand sanitizer and there is quite a bit left over.  Lisa will be contacting the Banner County Volunteer Fire Department and see if they would like them donated to them.  

EMERGENCY MANAGEMENT  

Tim Newman said he met with Scotts Bluff County COVID task force.  Scotts Bluff County will continue the next couple of weeks by appointment only.  They will figure out how many people will be allowed in each department prior to opening.  A greeter will be used once opened and will control the number of people in each department to keep with social distancing.  Bob Post said that things are moving along with the generator.  The concrete pad is poured and conduit has been run. Gifford made a motion to adjourn the meeting of the Banner County Board of Commissioners at 9:32 a.m.  Second by Post. Roll call vote: Sandberg, absent; Post, yes; Gifford, yes.
