BOARD OF EQUALIZATION PROCEEDINGS
The Banner County Board of Equalization met in regular session by Zoom Conferencing on April 7, 2020. This is in accordance with the adjournment of the March 17, 2020, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse. Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.
The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk. A copy was emailed to each board member on April 2, 2020. The agenda was not amended less than 24 hours prior to the meeting.
The chairman called the meeting to order at the hour of 8:31 a.m. Present via zoom on roll call were: Chairman Robert Post; Vice Chairman Robert J. Gifford; Member Sharon Sandberg; Mark Kovarik, Attorney; Tom Neal, Highway Superintendent; Bernice Huffman, Assessor; Tim Newman; Toney Krajewski; Monty Stoddard, Treasurer; Lisa Cross, County Clerk, Kathy Natale and Evelyn Browne.
The chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door. The agenda was examined, and Gifford moved to approve as presented. Second by Sandberg. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.
The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the minutes for March 17, 2020 with the correction of Bob Post being present, and that the actions therein be ratified. Second by Sandberg. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.

Sandberg made a motion to adjourn the Banner County Board of Equalization meeting at 8:40 a.m. Second by Gifford. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on April 21, 2020, or at the call of the clerk. A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

CORRESPONDENCE – A letter from the City of Gering & Scotts Bluff regarding the landfill.
PUBLIC COMMENTS – Evelyn Browne said the County is welcomed to put anything they want to relay to the public in the Scratching Post. The teachers and faculty are Zooming. The school is delivering 75 meals a day.
CLAIMS The following claims were audited, and Gifford moved that the claims be approved warrants and ordered drawn on the respective funds. Second by Sandberg. Roll call vote: Gifford, yes; Sandberg, yes; Post, yes.

ITEMS OF BUSINESS BEFORE THE BOARD
1. PADD Estimate for the Planning & Zoning Committee – After reviewing the estimate provided by PADD, Sandberg made a motion that we contract with PADD to help with the Comprehensive Plan. Second by Gifford. Roll Call Vote: Post, yes; Gifford, yes; Sandberg, yes.
2. Quarterly Progress Report to NEMA for Generator – Bob Post will fill the report out and send it to NEMA.
3. Hiring of Groundskeeper – After reviewing the applications, Sandberg made a motion to hire Greg Reinninger at the salary of $300.00/month. Second by Gifford. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.
4. COVID-19 Plan of Action – The courthouse has been using a drop box and been doing curb side service. There has been extra cleaning and disinfecting every day. The construction guys have been coming in an hour early and leaving an hour early to help alleviate numbers in the shop. There is a grant for paying wages if the County has shut down. It was decided to start the application process to stay ahead of the game.

COMMITTEE REPORTS None
HIGHWAY SUPERINTENDENT The old International snow plow has had people interested in purchasing it. The Road Department has been working on self-distancing by maintaining different work hours to limit the shop time exposure. Road crews has been hauling material onto roads that are starting to get soft spots. The phone lines have been located on Horseshoe Bend, so they can begin work. They are having trouble finding gravel close by for this project.
COUNTY ATTORNEY Mark Kovarik, County Attorney, said that they are plugging along with court. The next appearances are set for May and June, but will probably get pushed again. A letter was sent to the Scotts Bluff County Highway Superintendent on March 25th, but we have not received a response.
TREASURER Monty Stoddard, Treasurer, commended his Deputy Kathy Natale for stepping up and doing things out of her comfort zone. Taxes are going to start up. They are letting mail rest and spray it with disinfectant. There is a Zoom meeting scheduled for Thursday with Candace from NACO on the budget.
CLERK Lisa Cross, Clerk, reported that they have been working on election. The State of Nebraska sent out early voting ballot applications to every registered voter. It is highly encouraged to use this service with the COVID-19 pandemic going on. The first problem with the direct deposit occurred. An employee’s paycheck was lost in cyberspace. It was decided it was on the employee’s banks side and was corrected.
