BANNER COUNTY

BOARD OF EQUALIZATION PROCEEDINGS  

The Banner County Board of Equalization met in regular session by Zoom Conferencing on April 21, 2020. This is in accordance with the adjournment of the April 7, 2020, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.  

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on April 17, 2020.  The agenda was not amended less than 24 hours prior to the meeting.  

The chairman called the meeting to order at the hour of 8:35 a.m. Present via zoom on roll call were:  Chairman Robert Post; Vice Chairman Robert J. Gifford; Member Sharon Sandberg; Mark Kovarik, Attorney; Tom Neal, Highway Superintendent; Toney Krajewski; Monty Stoddard, Treasurer; Lisa Cross, County Clerk, Kathy Natale.  

The chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.

The agenda was examined, and Gifford moved to approve as presented. Second by Sandberg.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.  

The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the minutes for April 7, 2020, and that the actions therein be ratified. Second by Gifford. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.

Sandberg made a motion to adjourn the Banner County Board of Equalization meeting at 8:41 a.m. Second by Gifford. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on May 5, 2020, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD  

1.      Possible On-Call Payment for Employees during Pandemic – After discussion, it was decided that hourly employees that are asked to not come in for sake of reduction of people in the building during this time will be continued to be paid at their regular rate without using any accumulated paid time off.

2.     Election and Poll Workers – To eliminate as many people to exposure as possible, the courthouse staff will be the poll workers along with Kathy Malm, who has experience that will be helpful to make things run smoothly. It will be encouraged for the workers to wear face masks.  Bob Post is going to discuss with the Banner County Sheriff to be there too.

3.     Generator Grant – Bob Post sent a quarterly report.  Banner County is over $2,500.00 in costs but we can apply for the cost overrun.

4.     Floyd’s Bid for Snow Plow Truck – The bid has been turned in to insurance.  Once the insurance company decides what they will do Banner County will go from there.  

COMMITTEE REPORTS   Bob Post reported that Regional One met and approved their budget.  

HIGHWAY SUPERINTENDENT   There is a trailer that the road department uses a lot that needs a plate replaced.  The road department dug out both sides of the culvert on Wright’s Gap.  Scotts Bluff County Road 6 is almost ready to gravel.  The new FEMA representative got a hold of Tom and they set up a conference call.  

COUNTY ATTORNEY   Mark Kovarik, County Attorney, said that a letter was sent to the Scotts Bluff County Highway Superintendent on March 25th, but we have not received a response.  Mark is still working on court matters.  

TREASURER   Monty Stoddard, Treasurer, working on receiving tax payments.  The pledged collateral report came today.  The Banner County residents are getting better at using the drop box and curbside.  There are also some that are using the online services.    

CLERK   Lisa Cross, Clerk, reported that there is a new ballot box out front of the courthouse.  It will be used for the early voting ballots.  To date, there has been 185 early voter ballots sent out.  Banner County received hand sanitizer, gloves, and masks from the State of Nebraska for the upcoming election.  Lisa participated with Candace at NACO and state auditor DeAnn on a conference call about the budget.  

Sandberg made a motion to adjourn the meeting of the Banner County Board of Commissioners at 9:40 a.m.  Second by Post. Roll call vote: Sandberg, yes; Post, yes; Gifford, absent.
