BOARD OF EQUALIZATION PROCEEDINGS
The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on March 3, 2020. This is in accordance with the adjournment of the February 18, 2020, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse. Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.
The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk. A copy was emailed to each board member on February 28, 2020. The agenda was not amended less than 24 hours prior to the meeting.
The chairman called the meeting to order at the hour of 8:31 a.m. Present on roll call were: Vice Chairman Robert J. Gifford; Member Sharon Sandberg; Mark Kovarik, Attorney; Tom Neal, Highway Superintendent; Bernice Huffman, Assessor; Val Jansante, Sue Jansante, Lisa Cross, County Clerk. Present at various times, Monty Stoddard, Treasurer, Evelyn Browne, Wittni Boettcher.
The chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.
The agenda was examined, and Sandberg moved to approve as presented. Second by Gifford. Roll call vote: Post, absent; Gifford, yes; Sandberg, yes.
The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the minutes for February 18, 2020, and that the actions therein be ratified. Second by Gifford. Roll call vote: Sandberg, yes; Post, absent; Gifford, yes.

PUBLIC COMMENTS – Evelyn Browne and Wittni Boettcher presented information about the upcoming penny carnival at the Banner County School on April 17, 2020. They requested both the commissioners and the employees to run a booth at the carnival. Evelyn Browne said that it was discussed at their Winter Retreat that all the county entities should hold a public meeting to share ways to be more cooperative. It is the 100 year for Banner County School. A celebration for that is in the works.
CLAIMS The following claims were audited, and Sandberg moved that the claims be approved and warrants ordered drawn on the respective funds. Second by Gifford. Roll call vote: Gifford, yes; Sandberg, yes; Post, absent.

3. Val Jansante’s presentation of legislative update – Val Jansante presented an update us on Congressman Adrian Smith and what he has been doing. He stated that Congressman Smith has been very active and involved with matters.
1. Open generator bids – One bid was received from Robinson Electric for $72,593.00. Gifford made a motion to accept the bid from Robinson Electric. Second by Sandberg. Roll call vote: Post, absent; Gifford, yes; Sandberg, yes.
2. Cost of living increase for Road Department employees – Sandberg made a motion that effective March 1, 2020, the Road Department employees will receive an $0.40 per hour cost of living increase. Second by Gifford. Roll call vote: Post, absent; Gifford, yes; Sandberg, yes. Sandberg made a motion that effective March 1, 2020, Tom Neal, Highway Superintendent, will receive a $900.00 per year cost of living increase. Second by Gifford. Roll call vote: Post, absent; Gifford, yes; Sandberg, yes.

HIGHWAY SUPERINTENDENT
The county won the bid with Big Iron to purchase a semi. Big Horn Creek flows under Hwy 88 E. The road department has replaced a culvert there at Road 36. The creek ditch needs to be cleaned out. It has been seeping thru the ditch banks. The road department has been putting road pan there to help the problem. There is a meeting with Scotts Bluff County on March 5, 2020 at 10:00. Pony Express Pipeline is putting in a cathode system. They are also putting a wire under the road so they are boring a whole.
COUNTY ATTORNEY
Mark Kovarik said they have been keeping busy. There should be some claims coming thru for court appointed counsel as he has reached some plea agreements with some of the District Court cases.
TREASURER
Monty Stoddard, Treasurer, reported the Treasurer’s office didn’t have to conduct a tax sale due to lack of properties. Monty Stoddard presented an agreement for custody of pledged securities with Banner Capital Bank. The Panhandle District Meeting will be March 25, 2020.
CLERK
Lisa Cross, Clerk, reported that Heather Doxon from Secretary of States office came to Banner County and did training for election with the clerk’s office. Election has been the main focus here lately.

The meeting of the Banner County Planning & Zoning Committee was called to order at 6:34 p.m. February 18, 2020 by Charlie Singleton. Notice of the meeting was published in the Scottsbluff Star Herald and posting notices in Harrisburg at the Post Office, Banner County School, and the front window of the Banner County Courthouse.
A copy of the Open meetings Act was located in the Commissioner’s Room. Proof of publication is on file of the office of the County Clerk and is made part of these proceedings by reference. The agenda was kept current, was available for inspection during regular business hours of the office of the County Clerk, and the agenda was not amended less than 24 hours prior to the meeting.
Present at roll call were Charlie Singleton, Lyle Huffman, John-Robert Faden, Evelyn Browne, Kurt Baker, and visitors: Mark Kovarik, County Attorney; Richard Browne, Joe Singleton, Bill Griffiths, Susan Griffiths and Sharon Sandberg. Absent: None. A quorum was present.

Items of business before the Committee:
Discussion of the Comprehensive Plan – There was discussion of the Comprehensive Plan and that the committee needs to get the estimate from PADD to the Banner County Board of Commissioners. It was put on the agenda for next meeting.
Discussion of PADD presentation – It was discussed that PADD spoke with the committee and gave an estimate to update the Comprehensive Plan. PADD gave examples of ways they can help and guide the committee.
Browne made a motion to adjourn the meeting of the Banner County Planning and Zoning Committee at 6:55 p.m. Second by Faden. Roll call vote: Singleton, yes; Huffman, yes; Baker, yes; Faden, yes; Browne, yes. The next meeting will be held in regular session on March 16, 2020.
