BOARD OF EQUALIZATION PROCEEDINGS
The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on January 21, 2020. This is in accordance with the adjournment of the January 7, 2020, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse. Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.
The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk. A copy was emailed to each board member on January 16, 2020. The agenda was not amended less than 24 hours prior to the meeting.
The chairman called the meeting to order at the hour of 8:30 a.m. Present on roll call were: Chairman Robert Post; Vice Chairman Robert J. Gifford; Member Sharon Sandberg; Mark Kovarik, Attorney; Bernice Huffman, Assessor; Lisa Cross, County Clerk. Also present at various times: Tom Neal, Highway Superintendent; Monty Stoddard, Treasurer.
The chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.
The agenda was examined, and Gifford moved to approve as presented. Second by Sandberg. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.
The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the minutes for January 7, 2020, and that the actions therein be ratified. Second by Sandberg. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.

ITEMS OF BUSINESS BEFORE THE BOARD OF EQUALIZATION –
Item #1 – Set meeting dates for 2020 – Gifford made the motion to set the meeting dates the same as the Banner County Board of Commissioners, the first and third Tuesday of the month. Second by Sandberg. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.
Item #2 – Set method of reasonable advance notice for meetings – Sandberg made the motion to set the method of reasonable advance notice for meetings the same as the Banner County Board of Commissioners, one week before the meeting a is sent notice to Star Herald and posted at the Banner County Courthouse, Banner County School and the Banner County Post Office. Second by Gifford. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.
Item #3 – Discussion and possible action on Permissive Exemptions – tabled until February 6, 2020.
Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:43 a.m. Second by Sandberg. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on February 4, 2020, or at the call of the clerk. A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

Item #1 – Discussion and possible action concerning election of County Surveyor – After discussion, Gifford moved to adopt Resolution 20-5. Second by Sandberg. Roll call vote: Post, no; Gifford, yes; Sandberg, yes.
Item #2 – Open and possible action on gas and diesel bids – After opening and reviewing bids, Gifford made a motion to accept the bid from Frenchman Valley Coop. Second by Sandberg. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.
Item #3 – Discussion and possible action on road haul agreement – tabled
Item #4 – Discussion of Holt County zoning document – There was discussion and a suggestion to provide a copy of the Holt County zoning document to the Planning and Zoning Committee.
COMMITTEE REPORTS
Robert Gifford, Vice Chairman, reported that Panhandle Public Health District purchased a building. Robert Post, Chairman, reported that Steve Erdmann introduced a bill that designates a 2.3 mile radius from military installation.
Sharon Sandberg, member, looked into a card-operated gas pump being installed in Banner County. It would cost around $66,000.00 to install one. Due to the cost, Sandberg didn’t think there would be a lot of interest in anyone doing it.
HIGHWAY SUPERINTENDENT
Tom Neal reported that five employees of the road crew went to a Sign Training in Alliance. Tom reported that is was a very good training. They are looking for a motor for the Freightliner and are having a hard time finding anything. He did say they found a reasonably priced 2000 Freightliner.
COUNTY ATTORNEY
Mark Kovarik, County Attorney, will attend the Planning and Zoning Committee meeting tonight, which will include a presentation from PADD. District Court will be held February 6, 2020, and he is planning on trying to finish up some on-going cases.
TREASURER
Monty Stoddard, Treasurer, will be attending meetings next week. He has been preparing a tax list for the upcoming tax sale.
CLERK
Lisa Cross, Clerk, performed a test run on direct deposit for payroll. Everything seems to be in order, and the first payroll with direct deposit will be done in February. Lisa has been setting up the account needed for a clearinghouse for drug testing for the road department. There will be an election training held in Banner County on January 22-23. Personnel from Kimball County will be come and help with the 1099’s and W-2’s. Blood pressure reading training in the courtroom will be held on January 29, 2020, at 7:30 p.m.
