BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session on September 1, 2020. This is in accordance with the adjournment of the August 18, 2020, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk. 

A copy was emailed to each board member on August 27, 2020.  The agenda was not amended less than 24 hours prior to the meeting.

The Chairman called the meeting to order at the hour of 8:30 a.m. Present on roll call were:  Chairman Robert Post; Vice Chairman Robert Gifford; Member Sharon Sandberg; Bernice Huffman, Assessor; Mark Kovarik, Attorney; Lisa Cross, County Clerk.  At various times; Tom Neal, Highway Superintendent; Terry Brown.

The Chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.

The agenda was examined, and Gifford moved to approve as presented. Second by Sandberg.  Roll call vote:  Sandberg, yes; Post, yes; Gifford, yes.

The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the August 18, 2020 minutes of the previous meeting.  Second by Gifford.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

ITEMS OF BUSINESS BEFORE THE BOARD OF EQUALIZATION –

1.      Assessment Roll Corrections- After discussion, Gifford made a motion to accept the assessment roll corrections.  Second by Sandberg.  Roll Call Vote:  Post, yes; Gifford, yes Sandberg, yes.

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:46 a.m. Second by Sandberg. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on September 15, 2020, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

Gifford; Member Sharon Sandberg; Mark Kovarik, Attorney; Tom Neal, Highway Superintendent; Bernice Huffman, Assessor; Lisa Cross, Clerk.

The agenda was examined and Sandberg moved to approve with the addition of item #6 show added on August 31, 2020, at 9:00 am as an emergency item. Second by Gifford. Roll call vote: Sandberg, yes; Gifford, yes; Post, yes.

The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the minutes for August 18, 2020, and August 18, 2020 for the Common Mullein Meeting, and that the actions therein be ratified. Second by Gifford. Roll call vote: Gifford, yes; Post, yes; Sandberg.

1.      Agreement for Extraordinary Snow Removal and Extraordinary Maintenance of Defense Access Roads for FE Warren Air Force Base, Wyoming – After discussion, Sandberg made the motion to accept and sign the agreement.  Second by Gifford.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

2.     Assessor Vault Storage Cabinet – After reviewing the options of cabinets presented, Sandberg made a motion to purchase the cabinet from ULINE for $475.00.  Second by Gifford.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

3.     Budget/Set Budget Hearing – tabled

4.     Decision on Common Mullein – It was decided that a petition be drawn up and signed.  Gifford made a motion for Mark Kovarik to prepare a petition that they will sign and send to Director of Agriculture.  Second by Sandberg.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

5.     Discussion on Security Assessment of the Courthouse by Terry Baxter with NIRMA - Terry Baxter with NIRMA will be here on September 16, 2020 to do a security assessment of the courthouse.

6.     Declaration of Emergency – Gifford made a motion to ratify the declaration of emergency that was signed by the chairman due to the fire.  Second by Sandberg.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

COMMITTEE REPORTS Bob Gifford reported that Emergency Management wants to set two fires for training purposes.

HIGHWAY SUPERINTENDENT

Tom Neal, Highway Superintendent, reported that they have one day left on the 1st round of mowing.  There will be a tire collection on September 11th and 12th.  Road 57, Hendrickson Hill veers off to the southwest as you come to the hill.  They plan to straighten that out so it will increase the visibility.  They have a fuel pump with a problem so Tim Grubbs called a place from North Platte to repair it.  They might be able to help the County upgrade to a better pump.  The D7 estimates for repair were presented.  All of the missile roads are done.  Tom has to drive one more road to approve them.  

CLERK

Lisa Cross, Clerk, reported they have completed the first deadline for labeling and coding for the ballots.  The Clerk Fees and District Court Month End was presented.

3.  Budget/Set Budget Hearing – After reviewing of the Budget Worksheet and making an adjustment, it was decided that they are ready to accept the budget.  The Budget Hearing was set for September 8, 2020, at 8:45 am.

Sandberg made a motion to adjourn the meeting of the Banner County Board of Commissioners at 11:15 a.m.  Second by Gifford. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.
