COMMISSIONERS PROCEEDINGS
The Banner County Board of Commissioners met in regular session on June 29, 2020. This is in accordance with the adjournment of the June 16, 2020, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, the clerk’s office, and on the front window of the Banner County Courthouse. Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.
The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk. A copy was emailed to each board member on June 25, 2020. The agenda was not amended less than 24 hours prior to the meeting.
The Chairman called the meeting to order at the hour of 9:00 a.m. with the Pledge of Allegiance. Present on roll call were: Chairman Robert Post; Vice Chairman Robert J. Gifford; Member Sharon Sandberg; Tom Neal, Highway Superintendent; Lisa Cross, Clerk; at various times Monty Stoddard, Treasurer; Bernice Huffman, Assessor.
The Chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.
The agenda was examined and Gifford moved to approve as presented. Second by Sandberg. Roll call vote: Sandberg, yes; Gifford, yes; Post, yes.
The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the minutes for June 16, 2020, and that the actions therein be ratified. Second by Sandberg. Roll call vote: Gifford, yes; Post, yes; Sandberg.

ITEMS OF BUSINESS BEFORE THE BOARD
1. Open bids – Gravel Truck – Gifford moved to accept the bid from Dale Onstott for $1750.00 for the 1987 Gravel Truck. Second by Sandberg. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.
2. Viaero – Amanda Dunn – fiber optic – Amanda Dunn did not show for the meeting.
3. 2020 Voting Credentials Submission Form – Sandberg made a motion to designate Robert Post to be voting proxy for Banner County for NACO. Second by Gifford. Roll Call Vote: Post, yes; Gifford, yes; Sandberg, yes.
4. VSP – Post made the motion to accept the VSP participation agreement and allow the chairman to sign it. Second by Sandberg. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.
Hearing One & Six Road Improvement Plan Hearing
The hearing was called to order at 9:00 by the Chairman of the Board. After reviewing and discussing the plan, Sandberg made a motion to close the hearing at 9:10 for the One & Six Road Improvement Plan. Second by Gifford. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.
Sandberg made a motion to adopt Resolution 20-10 for the One & Six Road Improvement Plan. Second by Gifford. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.
COMMITTEE REPORTS
Matt Larson with the Broadband committee is applying for the CARESACT. There had been some challenges with the COVID-19 and not having broadband. His proposal is to put a new tower up and upgrade one that is already up.
HIGHWAY SUPERINTENDENT
Tom Neal, Highway Superintendent, reported there is hardpan on Road 67. They raised the road up so far that they will need to put in a culvert at Butch Falconers. Road 6 from 19 to 29 is gravel ready. The road department had an employee test positive on drugs and is no longer employed with Banner County. Paul Reed bid $700 plus dollars to pour a small pad of concrete so the road department will be doing it.
Sandberg made a motion to adjourn the meeting of the Banner County Board of Commissioners at 9:15 a.m. Second by Gifford. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes. The next meeting will be held in regular session on July 7, 2020, or at the call of the clerk. A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.
