BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session on August 18, 2020. This is in accordance with the adjournment of the August 4, 2020, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on August 14, 2020.  The agenda was not amended less than 24 hours prior to the meeting.

The Chairman called the meeting to order at the hour of 8:30 a.m. Present on roll call were:  Chairman Robert Post; Vice Chairman Robert Gifford; Member Sharon Sandberg; Bernice Huffman, Assessor; Lisa Cross, County Clerk.  At various times; Tom Neal, Highway Superintendent; Toney Krajewski.

The Chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.

The agenda was examined, and Sandberg moved to approve as presented. Second by Gifford.  Roll call vote:  Sandberg, yes; Post, yes; Gifford, yes.

The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the August 4, 2020 minutes of the previous meeting.  Second by Gifford.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

Sandberg made a motion to adjourn the Banner County Board of Equalization meeting at 8:43 a.m. Second by Gifford. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on September 1, 2020, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

1.      Half Wall Bids – After reviewing the bids, Gifford moved to adopt the bid from Quality Renovations.  Second by Sandberg.  Roll call vote:  Post, yes; Gifford, yes, Sandberg, yes.

2.     Inventories – Gifford made a motion to acknowledge the receipt of the inventories.  Second by Sandberg.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.3.     Authorize Representative for Federal Declared Disaster – Sandberg made a motion to appoint Kathy Natale as the Representative for Federal Disaster and sign the form designating her.  Second by Gifford.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

4.     10:00 Budget Workshop

COMMITTEE REPORTS

Sharon Sandberg reported that the Aging Office had a meeting and people are getting upset about the COVID restrictions.

Bob Gifford stated that the Office of Human Development rehired the Director.  PADD has lost two and employees and they are in the process of hiring replacements.  The Director of PADD has retired so they are in a big transition.

Bob Post reported that Region I paid bills for the last two months since they haven’t had meetings.  Business is still moving along but they aren’t allowed to meet in person or go in their office.

HIGHWAY SUPERINTENDENT

Tom Neal, Highway Superintendent, reported they are graveling Road 6.  The Air Force is graveling some of their roads.  Tom has been talking with FEMA and finally got the GPS sites right.  Banner County got approved on eight of the sites that was turned in.  The majority of the mowing is done, but they plan on finishing going over what hasn’t been mowed yet.

TREASURER

Monty Stoddard, Treasurer, reported that they are gearing up for tax collections.  Monty received another notice for a second oil and gas company declaring bankruptcy.  No distress warrants were sent out.  Monty and his deputy, Kathy Natale, watched the NIRMA seminars.  Monty will contact Terry Baxter to come out and do an evaluation of the safety of our courthouse.

CLERK

Lisa Cross, Clerk, reported that all the inventories are finished and collected.  She has been working on the budget.  MIPS had been providing our email accounts.  MIPS is no longer offering that service so Assessor Bernice Huffman and Lisa spent two day setting up new emails for the county employees in the office.

ITEMS OF BUSINESS BEFORE THE BOARD

1.      Hearing for Common Mullein – The hearing was open at 5:04 p.m.  Pernell Hottell, Weed Superintendent    reported that a lot of complaints about Common Mullein have been received.  This weed is getting extremely out of control.  The County would like to declare Common Mullein as a Noxious Weed.  Due to the fact that Common Mullein isn’t declared as a Noxious Weed, the county can’t require it to be sprayed.  There has been success spraying the Common Mullein with Tordon and 2-4D in fields.  While spraying roads, Milestone is being used. After discussion, it was decided that everyone in attendance of the meeting were in favor of declaring Common Mullein to be a Noxious Weed.  In order to claim it as a Noxious Weed, paperwork will need to be submitted.
