BANNER COUNTY

COMMISSIONERS PROCEEDINGS

The Banner County Board of Commissioners met in regular session on July 7, 2020.  This is in accordance with the adjournment of the June 29, 2020, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on July 2, 2020.  The agenda was not amended less than 24 hours prior to the meeting.

The Chairman called the meeting to order at the hour of 8:46 a.m. with the Pledge of Allegiance.  Present on roll call were: Chairman Robert Post; Vice Chairman Robert J. Gifford; Member Sharon Sandberg; Tom Neal, Highway Superintendent; Mark Kovarik, County Attorney; Lisa Cross, Clerk; Monty Stoddard, Treasurer; Bernice Huffman, Assessor.  At various times Buck Hottell, Weed Superintendent.

The Chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.

The agenda was examined and Gifford moved to approve as presented. Second by Sandberg. Roll call vote: Sandberg, yes; Gifford, yes; Post, yes.

The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the minutes for June 29, 2020, and that the actions therein be ratified. Second by Sandberg. Roll call vote: Gifford, yes; Post, yes; Sandberg.

PUBLIC COMMENTS - None

CLAIMS

The following claims were audited, and Gifford moved that the claims be approved warrants and ordered drawn on the respective funds. Second by Sandberg. Roll call vote: Gifford, yes; Sandberg, yes; Post, yes.

ITEMS OF BUSINESS BEFORE THE BOARD

1.      Half wall in hallway – It was decided to get bids to see how much it would cost to do the work.

2.      Pest Control – A decision was made to contact a pest control company.

3.      Karyn Olsen – Thank you – Karyn called and was unable to attend the meeting.

4.      Scotts Bluff County Road Agreement – The agreement with Scotts Bluff County Road was signed.

5.      Vistabeam – Four letters of support for the Broadband had already been set out.

COMMITTEE REPORTS

Panhandle Public Health District is working on how to keep things open.  They are also working on how to handle larger gatherings and other things such as going back to school. 

HIGHWAY SUPERINTENDENT

Tom Neal, Highway Superintendent, reported that they are finishing up with hardpan today.  Once finished,  they will move to Road 6.  The County has received two applications for the vacant position. 

WEED DEPARTMENT

Buck Hottell, Weed Superintendent, reported that he has been finding bind weed, and he is planning on spraying it.  He feels it wasn’t quite up the last time he was making rounds.  The hearing to declare Common Mullein a Noxious Weed is set for August 18, 2020 at 5:00 pm.

COUNTY ATTORNEY

Mark Kovarik, County Attorney, feels that court seems to be returning to normal.  Two new felony cases were filed in County Court.  There was a coroner call last week.

TREASURER

Monty Stoddard, Treasurer, presented a Permit to Cross and the Pledged Collateral.  The Semi-Annual Statement was published in the newspaper.  Business is starting to pick up.  The Homestead Payment was shorted;  Banner County received about 73% of what they should have.  We will get the rest, but not until the State has had time to collect more funds.

CLERK

Lisa Cross, Clerk, reported that they have already started working on the General Election.  The next big item is the budget.

Sandberg made a motion to adjourn the meeting of the Banner County Board of Commissioners at 9:47 a.m.  Second by Gifford. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes. The next meeting will be held in regular session on July 21, 2020, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.
