BOARD OF EQUALIZATION PROCEEDINGS  

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on March 17, 2020. This is in accordance with the adjournment of the March 3, 2020, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.  

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on March 13, 2020.  The agenda was not amended less than 24 hours prior to the meeting.  

The chairman called the meeting to order at the hour of 8:31 a.m. Present on roll call were:  Chairman Robert Post; Vice Chairman Robert J. Gifford; Member Sharon Sandberg; Mark Kovarik, Attorney; Tom Neal, Highway Superintendent; Bernice Huffman, Assessor; Tim Newman; Toney Krajewski; Monty Stoddard, Treasurer; Lisa Cross, County Clerk.  

The chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.  

The agenda was examined, and Sandberg moved to approve as presented. Second by Gifford.  Roll call vote:  Post, absent; Gifford, yes; Sandberg, yes.  

The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the minutes for March 3, 2020, and that the actions therein be ratified. Second by Sandberg. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:40 a.m. Second by Sandberg. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on April 7, 2020, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD  

1.      Bids for glass and removing wall in Assessor Office – After reviewing the two bids for the wall removal in the Assessor Office, Gifford moved to accept the bid from Quality Renovations.  Second by Sandberg.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.   After reviewing the bid from Thompson Glass for tempered glass for the Assessor’s Office, Sandberg made a motion to accept the bid.  Second by Gifford.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes,

2.      Resolution for motor grader – Sandberg made the motion to accept and sign Resolution 2020-7 allowing payment to County Inheritance Tax Fund from County Road.  Second by Gifford.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

3.     Plan of action for coronavirus – After discussing all the information everyone garnered.  It was decided that the courthouse will enforce limited access.  All activities that can be performed online or through the mail will be completed in that manner.  In certain cases, in-person assistance will be allowed.

4.     County Interlocal Agreement between Banner County and Scotts Bluff County for trading county road maintenance – After review, it was decided that Mark Kovarik, the County Attorney, will write a letter to the Scotts Bluff County Highway Superintendent stating that there are some changes needed made before signing.

5.     Bids for the building for the generator – After reviewing three bids, Gifford made a motion to accept the bid from VAP Construction Inc.  Second by Sandberg.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

6.     Groundskeeper Position – The ad for a groundskeeper will be posted on Facebook, in the Scratching Post, and at the Post Office and School.    

COMMITTEE REPORTS   None  

HIGHWAY SUPERINTENDENT   The Road Department has been graveling the Creek Road.  Road 36 at Wrights Gap has been raised due to having trouble with water.  Once the weather clears, Tom Neal, Highway Superintendent, will call 811 to locate phone lines so they can proceed preparing Road 67 and Scotts Bluff County Road 6.  Tom has been searching for gravel for Road 67 with little results.  Banner County has a new FEMA Program Manager.    

COUNTY ATTORNEY   Mark Kovarik, County Attorney, has been monitoring what courts are doing for COVID-19.  Most jury trials are postponed at this time.  First appearances for tickets issued are 60 days out.  There is a sentencing on April 6th in Kimball County.  

TREASURER   Monty Stoddard, Treasurer, gave the Tax Sales Proceeds to the County Clerk.  There were none.  The advertisement for the sale was $1900.00.  

CLERK   Lisa Cross, Clerk, reported that there is an election training in Bridgeport on Sunday.  The Clerk Fees Report and the District Court Month End was presented.  

EMERGENCY MANAGEMENT   A storm is expected this week.  We are in the middle of a disaster with COVID-19.    

Sandberg made a motion to adjourn the meeting of the Banner County Board of Commissioners at 11:04 a.m.  Second by Gifford. Roll call vote: Sandberg, yes; Post, absent; Gifford, yes.
