BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session by Zoom Conferencing on May 5, 2020. This is in accordance with the adjournment of the April 21, 2020, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on April 30, 2020.  The agenda was not amended less than 24 hours prior to the meeting. The chairman called the meeting to order at the hour of 8:36 a.m. Present via zoom on roll call were:  Chairman Robert Post; Vice Chairman Robert J. Gifford; Member Sharon Sandberg; Mark Kovarik, Attorney; Tom Neal, Highway Superintendent; Toney Krajewski; Monty Stoddard, Treasurer; Bernice Huffman, Assessor; Lisa Cross, County Clerk; Evelyn Browne. The chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door. The agenda was examined, and Sandberg moved to approve as presented. Second by Gifford.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes. The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the minutes for April 21, 2020, and that the actions therein be ratified. Second by Sandberg. ITEMS OF BUSINESS BEFORE THE BOARD OF EQUALIZATION –Item #1 – Protest Hearings – The post cards for protest hearings will be printed soon so dates for the protest hearings need to be set.  Bernice will talk with John Rutledge at Pritchard & Abbott to see when he will be in Nebraska for protest hearings for oil & gas.    Sandberg made a motion to adjourn the Banner County Board of Equalization meeting at 8:43 a.m. Second by Gifford. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. CORRESPONDENCE – A letter from NIRMA regarding the snow plow truck being totaled and check being sent to Banner County.  

PUBLIC COMMENTS – Invenergy reached out to the school and is donating $500.00 to help with the delivery of lunches to residents from the ages of 1-18.  Currently the school is delivering 85 lunches.  They are going to provide two meals a day during the summer.  They will do part on Wednesdays and Fridays.  The donation will help with the containers and drivers’ wages to deliver the food.  

CLAIMS The following claims were audited, and Sandberg moved that the claims be approved warrants and ordered drawn on the respective funds. Second by Gifford. Roll call vote: Gifford, yes; Sandberg, yes; Post, yes.

ITEMS OF BUSINESS BEFORE THE BOARD  

1.      Emergency Management Interlocal Agreement – This agreement would turn the Emergency Management Board into a governing board as opposed to an advisory board.  The board would be in charge of hiring and firing a director.  Thursday there is a meeting so the details can be all worked out.  Banner County will be willing to pay $5,500.00 instead of $4,200.00 for our yearly payment. 2.    

Election & Poll Workers – The mock election is complete and went well.  There will be poll training Wednesday at 2:00.  The booths will be set up with social distancing as a guidance.  There will be tape on the floor to mark 6 feet between people if there is a line.  Banner County has sent out 221 early ballots and have received 193 back.  This will help immensely with a crowd control.   

COMMITTEE REPORTS  

Bob Post reported that he met with Robinson Electric and they are getting things ready for the building and generator to be set up.    

HIGHWAY SUPERINTENDENT  

Tom Neal, Highway Superintendent, had a conference call with FEMA.  FEMA was matching the list of hazard litigation areas to the list of damaged areas.  FEMA said they have a lot more to do on their end. Tom said he needed to start working on the one and six.  The road department has graveled roads 32, 38, 47, and the south side of the hill on Wright’s Gap.  Road 33 is being worked on now.  They brought the ditch back up and are graveling it.  Horseshoe Bend will be next.  County Road 6 in Scotts Bluff County is almost done.  The road just needs a final blading.  The DOT surplus has some options for a snow plow or dump truck.  Tom needs to be ready to act upon one if he finds one.  Post and Gifford both said they would be available to go look at it if one is found.  

WEED DEPARTMENT  

The noxious weed notice has been published.  Buck Hottell has signed a contract to extend his services with Banner County for a year.  

COUNTY ATTORNEY  

Mark Kovarik, County Attorney, said he spent time reviewing the agreement with Scotts Bluff County.  He said he went over the revision that was sent to him and thinks the agreement is just about to where it needs to be.  A lot of the court cases are being done via video.  Traffic citations are at a low.

TREASURER  

Monty Stoddard, Treasurer, provided the pledged collateral report.  The tax collection went well for Banner County.  Monty is planning on continuing to have staff work alternate schedules as much as possible thru the rest of the month.  He has been in contact with Thompson Glass about putting up plexiglass or safety glass at all the office windows. 

CLERK  

Lisa Cross, Clerk, reported that the one focus has been election and feels that we are prepared for election day.    Sandberg made a motion to adjourn the meeting of the Banner County Board of Commissioners at 9:56 a.m.  Second by Gifford. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.
