BOARD OF EQUALIZATION PROCEEDINGS 

The Banner County Board of Equalization met in regular session on October 6, 2020. This is in accordance with the adjournment of the September 15, 2020, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on October 1, 2020.  The agenda was not amended less than 24 hours prior to the meeting.

The Chairman called the meeting to order at the hour of 8:35 a.m. Present on roll call were:  Chairman Robert Post; Vice Chairman Robert Gifford; Member Sharon Sandberg; Bernice Huffman, Assessor; Mark Kovarik, Attorney; Lisa Cross, County Clerk; Tom Neal Highway Superintendent; Monty Stoddard, Treasurer; Toney Krajewski.

The Chairman stated that the open meetings law is posted on the Commissioner meeting room window and that paper copies are available on the table by the door.

The agenda was examined, and Sandberg moved to approve as presented. Second by Gifford.  Roll call vote:  Sandberg, yes; Post, yes; Gifford, yes.

The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the September 15, 2020, minutes of the previous meeting.  Second by Sandberg.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

ITEMS OF BUSINESS BEFORE THE BOARD OF EQUALIZATION –

1.      None

Sandberg made a motion to adjourn the Banner County Board of Equalization meeting at 8:43 a.m. Second by Gifford. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on October 20, 2020, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

 ITEMS OF BUSINESS BEFORE THE BOARD 

1.      Resolution – County Annual Certification of Program Compliance Form 2020-After discussion, Gifford made a motion to adopt the Resolution 20-16 and authorize the chairman to sign the County Annual Certification of Program Compliance to Nebraska Board of Public Roads Classifications and Standards 2020.  Second by Sandberg.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

2.     County Annual Certification of Program Compliance to Nebraska Board of Public Roads Classifications and Standards 2020- After discussion, Gifford made a motion to adopt Resolution 20-16 and authorize the chairman to sign the County Annual Certification of Program Compliance to Nebraska Board of Public Roads Classifications and Standards 2020.

3.     Yearly Maintenance Contract for Generator – When the company comes back to finish installing the generator, we will discuss the contract with them.

4.     Water Science Labs – University of Nebraska – The commissioners read over the material about testing the water.

5.     Drug Testing Protocol – The random drug testing procedure for the Highway Superintendent was discussed.

6.     Weed Contract-Post made a motion to go into executive session.  Second by Gifford.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

COMMITTEE REPORTS

Bob Post reported that there was a grant available for broadband.  At first, they thought it would be a possibility to apply for the grant to get a tower put up in the County, but it turned out that it wasn’t feasible.   

HIGHWAY SUPERINTENDENT

Tom Neal, Highway Superintendent, reported that he ordered a skin for the blade.  Tom is looking into the cost of fixing the bucket on the 950 loader.  One mile of Road 6 is completely finished.  The road department will be putting in two additional culverts and raising the culverts that are already present on Road 6. 

TREASURER

Notices were sent out for personal property.  This is step two for distress warrants.  There are pledged collateral reports available in the Treasurer Office.  The auditor, Don Wilson, is here this week. 

CLERK

Lisa Cross, Clerk, reported that in office early voting started this Monday.  There have been 102 early voter applications turned in.  Lisa presented the District Court month end and the Clerk’s Fees.   

Sandberg made a motion to adjourn the meeting of the Banner County Board of Commissioners at 10:33 a.m.  Second by Gifford. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.
