BANNER COUNTY
BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on March 1, 2016. This is in accordance with the adjournment of the February 16, 2016 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, and at the clerk’s office and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on February 26, 2016.  The agenda was not amended less than 24 hours prior to the meeting.

The chairman called the meeting to order at the hour of 8:31 a.m. Present on roll call were: Chairman Robert J Gifford; Vice Chairman John-Robert Faden; Member Robert Post, Jim Zimmerman, Attorney; Sharon Sandberg, Assessor, and Lori Hostetler, Clerk. Also present at various times: Tom Neal, Highway Superintendent and Art Olsen.

The chairman stated that the open meetings law is posted on the meeting room wall and that paper copies are available on the table by the door.

The agenda was examined, and Faden moved to approve as presented. Second by Post.  Roll call vote: Faden, yes; Post, yes; Gifford, yes.

The minutes of the previous meeting had been supplied to each board member. Post moved to approve the minutes for February 16, 2016 and that the actions therein be ratified. Second by Faden. Roll call vote: Gifford, yes; Post, yes; Faden, yes.

ITEMS OF BUSINESS BEFORE THE BOARD

Sharon Sandberg, Assessor reported that she had set values last week, and she presented a summary to the board.

Faden made a motion to adjourn the Banner County Board of Equalization meeting at 8:47 a.m. Second by Post.  Roll call vote:  Post, yes; Gifford, yes; Faden, yes. The next meeting will be held in regular session on March 15, 2016 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD

Item #1 – Approval of application for snow removal or surface grading - Application was approved.

Item #2 – Approval of amended contract with C-Weed Management, LLC for weed superintendent position -  After reviewing the amended contract which included the corrected annual compensation amount of $35,600, Faden made a motion to approve the amended contract with C-Weed Management, LLC and to authorize the chairman to sign. Second by Post. Roll call vote: Gifford, yes; Post, yes; Faden, yes.


Item #3 – Discussion and possible action on a wage increase for road employees – After discussion, Post made a motion to increase the base wage from $11.00 to $11.50 per hour for equipment operators and to increase the wage of the shop foreman by $1.00 per hour because he has assumed some of the road foreman responsibilities. Second by Faden. Roll call vote: Gifford, yes; Faden, yes; Post, yes.

REPORTS

HIGHWAY SUPERINTENDENT
Tom Neal, Highway Superintendent stated that there will be a grader training which will have some hands- on instruction on April 5th. He also reported that he had submitted the One and Six Year Plan to the state. There was discussion on the cost of putting a top coat on Stegal Road.

TREASURER
Monty Stoddard, Treasurer reported that he is changing the provider used for processing credit card payments. He indicated that there isn’t any additional cost, but there should be better customer service. He reminded that the County Tax Sale will be on Monday, April 7th.

COUNTY CLERK
Lori Hostetler, Clerk reported that her office has received an unemployment claim for a previous road employee. She stated that she attended a very informative meeting presented by MIPS and reminded that the Panhandle District Officials Meeting is on March 23rd at the Gering Civic Center.

Faden made a motion to adjourn the meeting of the Banner County Board of Commissioners at 10:05 a.m.  Second by Faden.  Roll call vote: Faden, yes; Gifford, yes; Post, yes.
