BANNER COUNTY
BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on June 21, 2016. This is in accordance with the adjournment of the June 7, 2016 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, and at the clerk’s office and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on June 17, 2016.  The agenda was not amended less than 24 hours prior to the meeting.

The chairman called the meeting to order at the hour of 8:30 a.m. Present on roll call were: Chairman Robert J. Gifford; Vice Chairman John-Robert Faden; Member Robert Post; Jim Zimmerman, Attorney; Tom Neal, Highway Superintendent; Sharon Sandberg, Assessor, and Lori Hostetler, Clerk.  Also present at various times: Larry Burbach; Ron Bright; Robert Farro; Monty Stoddard, Treasurer, and Cris Burks, Weed Superintendent.

The chairman stated that the open meetings law is posted on the meeting room wall and that paper copies are available on the table by the door.

The agenda was examined, and Faden moved to approve as presented. Second by Post.  Roll call vote: Post, yes; Faden, yes; Gifford, yes.

The minutes of the previous meeting had been supplied to each board member. Post moved to approve the minutes for June 7, 2016 and that the actions therein be ratified. Second by Faden. Roll call vote: Faden, yes; Gifford, yes; Post, yes.

ITEMS OF BUSINESS BEFORE THE BOARD

Item #1 – Set date(s) for BOE protest hearings – Post made a motion to set the dates for July 19th at 11:00 a.m. and if needed, July 20th at 9:00 a.m. Second by Faden. Roll call vote: Post, yes; Gifford, yes; Faden, yes.


Faden made a motion to adjourn the Banner County Board of Equalization meeting at 8:47 a.m. Second by Post.  Roll call vote:  Post, yes; Gifford, yes; Faden, yes. The next meeting will be held in regular session on July 5, 2016 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD

Item #1 – Matt Anderson – Wildlife Specialist - Discussion and possible renewal of contract- Matt Anderson gave a summary of predator control activity for the year and presented the agreement with APHIS for 2016-2017. Post made a motion to approve the contract with APHIS for 2016-2017 and to authorize the chairman to sign. Second Faden. Roll call vote: Post, yes; Faden, yes; Gifford, yes.


Item #2 – Discussion of road conditions – Ron Bright and Robert Farro –Ron Bright and Robert Farro expressed their dissatisfaction with the condition of the road going into the fish farm and discussed the possibility of having it graveled.

Item #3 –Larry Burbach - Discussion and possible action on lease agreement with NMC formulti terrain loader (MTL) – Faden made a motion to approve the lease agreement with NMC. Second by Post. Roll call vote: Gifford, yes; Post, yes; Faden, yes.

REPORTS

ATTORNEY
Jim Zimmerman, Attorney reported on the "not guilty" verdict on the jury trial held on June 16th.

WEED SUPERINTENDENT
Cris Burks, Weed Superintendent reported on the county roads that have been sprayed. She said that she has done 70 – 80 inspections and is working on getting Scotch Thistle under control.

Item #4 – Hearing to amend the 2015-2016 budget – 10:00 a.m. - The chairman called the hearing to order at 10:07 a.m. The proposed budget amendment was presented and discussed.    The chairman closed the hearing at 10:17 a.m.

Item #5 – Discussion and possible adoption of Resolution to Amend the 2015-2016 Banner County Budget – Post made a motion to adopt the Resolution to Amend the 2015-2016 budget. Second by Faden. Roll call vote: Post, yes; Faden, yes; Gifford, yes.

Item #6 – Discussion and possible renewal of Ameritas Dental Plan – After discussion, Gifford made a motion to renew the Ameritas Dental Plan. Second by Faden. Roll call vote: Gifford, yes; Faden, yes; Post, yes.

Item #7 – Void check #1606046 – Faden made a motion to void check #1606046. Second by Post. Roll call vote: Post, yes; Faden, yes; Gifford, yes.

Item #8 – Discussion and possible action on the purchase of a riding lawn mower – Post made a motion to purchase a 54 inch Kubota Zero Turn mower from Sandberg Implement. Second by Faden. Roll call vote: Faden, yes; Gifford, yes; Post, yes.

Item #9 – Set date for End of Year meeting – Gifford made a motion set the date for the End of Year meeting for June 28, 2016 at 8:45. Second by Faden. Roll call vote: Post, yes; Faden, yes; Gifford, yes.

REPORTS

HIGHWAY SUPERINTENDENT
Tom Neal, Highway Superintendent discussed installing a culvert for the school. He reported that he has hired a new employee, and that two employees are interested in taking the highway superintendent's exam.

TREASURER
Monty Stoddard, Treasurer reported that he had sat in on a taxation discussion while attending the Nebraska Cattleman's meeting. He also presented the pledged collateral report.

COUNTY CLERK
Lori Hostetler, Clerk presented the clerk and the clerk of the district fee reports. She reported that the jury trial ran smoothly, and now her office is trying to get caught up on other duties. 

Post made a motion to adjourn the meeting of the Banner County Board of Commissioners at 11:28 a.m.  Second by Gifford.  Roll call vote: Faden, yes; Gifford, yes; Post, yes.
