BANNER COUNTY
COMMISSIONERS PROCEEDINGS
The Banner County Board of Commissioners met in regular session in the Commissioners’ room of the Banner County Courthouse on April 19, 2016. This is in accordance with the adjournment of the April 5, 2016 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, the clerk’s office, and on the front window of the Banner County Courthouse. Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.
The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk. The agenda was not amended less than 24 hours prior to the meeting.
The chairman called the meeting to order at the hour of 8:45 a.m. with the pledge of allegiance to the flag. Present on roll call were: Chairman Robert J Gifford; Vice Chairman John-Robert Faden; Member Robert Post; Jim Zimmerman, Attorney; Tom Neal, Highway Superintendent; Tim Newman, Emergency Manager; Vicki Greathouse-Stone; Jeff Garmon, and Lisa Cross. Also present at various times: Monty Stoddard, Treasurer.
The chairman stated that the open meetings law is posted on the meeting room wall and that paper copies are available on the table by the door.
The agenda was examined and Post moved to approve. Second by Faden. Roll call vote: Gifford, yes; Post, yes; Faden, yes.
The minutes of the previous meeting had been supplied to each board member. Faden moved to approve the minutes for April 5, 2016 and that the actions therein be ratified: Second by Post. Roll call vote: Post, yes; Faden, yes; Gifford, yes.

ITEMS OF BUSINESS BEFORE THE BOARD
Item #1 – Void check #1604054 – Post made a motion to void check #1604054. Second by Faden. Roll call vote: Post, yes; Faden, yes; Gifford, yes.
Item #2 – Vicki Greathouse-Stone – Discussion and possible action on using the county’s lawnmower for the museum – Vicki Greathouse Stone, President of the Banner County Historical Society requested that the museum could use the county lawnmower as they have in the last few years. For the use of the mower, the museum will pay for all gas used for the mowing ofthe museum and courthouse grounds. Faden made a motion to allow the museum to use the county lawnmower under the same agreement as last year. Second by Post. Roll call vote: Faden, yes; Post, yes; Gifford, yes.
There was discussion that there might have to be some changes made in how museum expenses are paid because of money that was received from insurance for last year’s hail storm.
Item #3 – Tim Newman and Chad Haun – Presentation of Banner County Storm Ready plaque – Tim Newman, Emergency Manager and Jeff Garwin, Meteorologist in Charge from the Cheyenne office presented a plaque recognizing Banner County as a StormReady County for 2015-2018. Gifford thanked Tim and Jeff for the job they do.
Item #6 – Review and signing of Siren Grant agreement and related documents – Tim Newman, Emergency Manager stated that all papers have been signed and turned in. There was discussion of getting quotes for different types of sirens, and Tim said that there are several companies that offer them.
Item #4 – Discussion and possible action on road department’s hours - There was discussion on the pros and cons of working a 4 day work week. Post made a motion to go back to a 5 day work week on May 1st. Second by Faden. Roll call vote: Gifford, no; Post, yes; Faden, yes.
Item #5 – Set date for annual evaluation of highway and weed superintendent – After discussion, Post made a motion to set the date for annual evaluation of highway and weed superintendent for September 6th. Second by Gifford. Roll call vote: Faden, yes; Post, yes; Gifford, yes.
REPORTS
ATTORNEY REPORT
Jim Zimmerman, Attorney reported that there will be a jury trial on Thursday, the 21st.
HIGHWAY SUPERINTENDENT
Tom Neal, Highway Superintendent stated that he had received a book with changes to road standards. He reported that he has received 3 applications for the position that was advertised. He would like to interview one of the applicants. He stated that he has received the remainder of the delineators for culverts.
TREASURER
Monty Stoddard, Treasurer reported that he has been collecting taxes and also presented the pledged collateral report.
COUNTY CLERK
Lisa Cross presented the clerk and the clerk of the district court fee reports and confirmed that she is prepared for the jury trial on Thursday.
Items discussed not on the agenda: Tim Newman discussed the different meetings and workshops he has attended this month.
Faden made a motion to adjourn the meeting of the Banner County Board of Commissioners at 10:09 a.m. Second by Gifford. Roll call vote: Faden, yes; Gifford, yes; Post, yes. The next meeting will be held in regular session on May 3, 2016 or at the call of the clerk. A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.
