BANNER COUNTY
BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on December 6, 2016. This is in accordance with the adjournment of the November 15, 2016 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, and at the clerk’s office and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on December 2, 2016.  The agenda was not amended less than 24 hours prior to the meeting.

The Chairman called the meeting to order at the hour of 8:37 a.m. Present on roll call were: Chairman Robert J Gifford; Vice Chairman John-Robert Faden; member Robert Post; Jim Zimmerman, Attorney; Toney Krajewski, Assistant Highway Superintendent; Sharon Sandberg, Assessor; Tom Neal, Highway Superintendent, and Lisa Cross.

The Chairman stated that the open meetings law is posted on the meeting room wall and that paper copies are available on the table in the corner of the room.

The agenda was examined, and Faden moved to approve as presented. Second by Post.  Roll call vote:  Gifford, yes; Post, yes; Faden, yes.

The minutes of the previous meeting had been supplied to each board member. After amending them to indicate that he voted to adjourn the meeting, Post moved to approve the minutes for November 15, 2016 and that the actions therein be ratified. Second by Gifford. Roll call vote: Gifford, yes; Faden, yes; Post, yes.

ITEMS OF BUSINESS BEFORE THE BOARD

Item #1 - Tax list correction - Sharon Sandberg, Assessor presented a correction adding Public Power taxes to the Tax List. Post made a motion to accept Tax List Correction #16-4. Second by Faden. Roll call vote: Faden, yes; Gifford, yes; Post, yes.


Post made a motion to adjourn the Banner County Board of Equalization meeting at 8:47 a.m.  Second by Faden.  Roll call vote: Gifford, yes; Faden, yes; Post, yes. The next meeting will be held in regular session on December 20, 2016 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD

Item #1 – Void check # 1611075 – Post made a motion to void check #1611075. Second by Faden. Roll call vote: Post, yes; Gifford, yes; Faden, yes.

Item #2 - Discussion and possible action on lease with CenturyLink – Tabled.

Item #3 – Discussion on proceeding with bid accepted for siren grant – After discussion, Faden made a motion to confirm the acceptance of the bid from Action Communications. Second by Post. Roll call vote: Faden, yes; Gifford, yes; Post, yes.

Item #4 - Discussion of mower tractor – There was discussion on the number of hours left on the leased tractor and the cost of replacing the motor in the tractor that is down. It was decided to also look into the state contract and how much a new tractor would cost.

 REPORTS

HIGHWAY SUPERINTENDENT
Tom Neal, Highway Superintendent reported that one of the new graders was delivered, and the packers are being built. He said they are almost finished with Road 34, and then discussed the next areas where they will be doing some work. He also informed that he will be attending the NACO Conference next week. 

TREASURER
Monty Stoddard, Treasurer presented the pledged collateral report and said that the reimbursement of High West’s property taxes is complete. He said that 14.5% of State fines and licenses will now be going to Bayard School District, and he will be attending the NACO conference in Kearney next week.

CLERK
Lisa Cross presented the clerk and the clerk of the district court fee reports and informed that Lori will be attending the NACO conference next week.

Post made a motion to adjourn the meeting of the Banner County Board of Commissioners at 9:37 a.m.  Second by Faden.  Roll call vote: Faden, yes; Gifford, yes; Post, yes.
