BOARD OF EQUALIZATION PROCEEDINGS

 

The Banner County Board of Equalization met in regular session in the Courtroom of the Banner County Courthouse on October 18, 2022. This is in accordance with the adjournment of the October 4, 2022, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse on October 13, 2022.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

 

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on October 13, 2022.  The agenda was not amended less than 24 hours prior to the meeting.

 

The Chairman called the meeting to order at the hour of 8:31 a.m. Present on roll call were: Bob Post, Chairman;

Bob Gifford, Vice-Chairman; Member Sharon Sandberg; Mark Kovarik, Attorney; Lisa Cross, Clerk; Tom Neal, Highway Superintendent; Zane Hopkins, Deputy Sheriff.

 

The Chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.

 

The agenda was examined, and Sandberg moved to approve as presented. Second by Gifford.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

 

The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the minutes for October 4, 2022 regular session and that the actions therein be ratified. Second by Sandberg. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.

Sandberg made a motion to adjourn the Banner County Board of Equalization meeting at 8:42 a.m. Second by Gifford. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes. The next meeting will be held in regular session on

November 1, 2022, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

1.     Resolution to Set the Levy – Gifford made the motion to adopt Resolution 22-19 to Set the Levy.  Second by Sandberg.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

 

 

COMMITTEE REPORTS

 

PADD – Discussion about Corona Virus funds took place.  There is money available through Economic Development and Emergent Threats available.  Fire trucks are considered a place with this money.

 

 

PPHD – A new telephone system is needed with PPHD.  There was discussion about how to spend their COVID money

 

Aging Office – Colleen Shoemaker from CAPWN said that they are putting on a Health Fair at the museum on

November 8, 2022 from 7:30-1:30.

 

Region I – Opioid funds were discussed.  Banner County has received theirs, and have the money in a separate fund, so they can hold on to it until we are ready to spend it.

 

REPORTS

 

Highway Department – Tom Neal, Highway Superintendent, reported that they are down and employee due to an accident.  Tom isn’t sure if he will be able to come back to work.  He was doing the mowing, so someone else has stepped in and taken that over.  Tom said he did a study on County Road 36 and County Road 67.  He needs to talk to a land owner about taking down two trees and possibly put up a yield sign.

 

County Attorney – Mark Kovarik, County Attorney, went to the County Attorney Association Convention and received his hours for continuing education.  Mark said he learned some really good things.  He cautions people to be extra careful due to people speeding at pretty high rates of speed.

 

Treasurer – Chelsea Mossberg, Treasurer, reported that Amber will be attending the VIN inspection class on October 25th & 26th.  The new plates are here and they will begin to distribute them in January.  Chelsea will be attending a Mentor Webinar.  The auditor gave Chelsea some suggestions that will update and make things run smoother.

 

Clerk – Lisa Cross, Clerk, said that they have been working hard on election.  Early voting has started.  Tessa and Lisa have been doing some election training via webinar. Tessa will also be attending the VIN inspection class on October 25th & 26th. 

 

Sheriff – Zane Hopkins, Deputy Sheriff, reported that it was business as usual.

 

PUBLIC COMMENTS

 

Robin Darnall – Robin asked Bob if a grant he mentioned was still open to apply for.  They will check into it.  Banner County needs a new ambulance.
