BOARD OF EQUALIZATION PROCEEDINGS

 

The Banner County Board of Equalization met in regular session in the Courtroom of the Banner County Courthouse on June 7, 2022. This is in accordance with the adjournment of the May 17, 2022, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

 

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on June 2, 2022.  The agenda was not amended less than 24 hours prior to the meeting.

 

The Chairman called the meeting to order at the hour of 8:30 a.m. Present on roll call were: Bob Post, Chairman;

Bob Gifford, Vice-Chairman; Member Sharon Sandberg; Mark Kovarik, Attorney; Lisa Cross, Clerk; Bernice Huffman, Assessor; Monty Stoddard, Treasurer; Val Jansante; Lynnette Stoddard; Barb Cross; Dena Cashler; Ayden Vrtatko; Robin Darnall; Kathy Van Pelt; Rod Van Pelt; Deborah Genz; Stan McKnight.  At various times:  Tim Grubbs.  Present via Zoom:  LeAnn Trompke; Caily Reece; Chelsea Mossberg; Stacy Lonsdale; Tina Childers; Kathy Natale.

  

The Chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.

 

The agenda was examined, and Sandberg moved to approve as presented. Second by Gifford.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

 

The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the minutes for May 17, 2022, and that the actions therein be ratified. Second by Gifford. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.

PUBLIC COMMENTS – Val Jansante reported the progress Congressman Adrian Smith.

ITEMS OF BUSINESS BEFORE THE BOARD –

 

1.      Set Protest Hearing Dates – Sandberg made a motion to set the Protest Hearing Dates on July 12th at 8:30 am and July 19th at 10:30 am.  Second by Gifford.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

2.      Assessment Roll Corrections – Gifford made a motion to accept the Assessment Roll Corrections.  Second by Sandberg.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

3.      Designate a print shop for LB644 postcards – Gifford made a motion to use print shop thru MIPS for LB644.  Second by Sandberg.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes. 

 

Sandberg made a motion to adjourn the Banner County Board of Equalization meeting at 8:43 a.m. Second by Gifford. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes. The next meeting will be held in regular session on    June 21, 2022, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD

 

1.       Discussion of resolution to withhold pay for time absent from office while involved in court related activities and incarceration, and request for repayments to the county for expenses of incarceration – After discussion, the resolution was withdrawn.

2.      NACO survey of county needs – There is money available, and to help NACO decide what the counties need they will have a company send out a survey as a first step to figuring this out.  There was discussion on what is on the survey.  Bob Post will complete the survey.

3.      Set HAS contributions – Gifford made a motion to set the HSA contributions to $3650.00 a year for single, and $7,000.00 a year for both family and employee and spouse. 

 

Gifford made an amendment to his motion to include the HRA’s in the motion.

Second by Sandberg.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

4.      Nominate voting delegate for NACo annual meeting and election – Sandberg made a motion to delegate the state commissioner to vote for Banner County.  Second by Post.  Roll call vote – Post, yes; Gifford, yes; Sandberg, yes.

5.      Void check #02204031 -Sandberg made a motion to void check #02204031.  Second by Gifford.  Roll call vote:

Post, yes; Gifford, yes; Sandberg, yes.

 

REPORTS

 

Highway Superintendent – Tom Neal, Highway Superintendent; is at the Summer Meeting this week.  The locates for culverts on Road 6 are done.  Pat Parsons and Tom looked at the Hendrickson Hill project.  Pat has a paddle scraper he will use to move fill for widening of Road 57.  The rain we received has been good for the roads.

 

County Attorney – Mark Kovarik reported that both District and County Court was held last week.  There has been lots of speeding citations.

 

Treasurer – Monty Stoddard, Treasurer, said a $9.40 Property Tax Credit will need to be taken out of General to be paid.  There is a couple of Pledged Collateral Reports.

 

Clerk – Lisa Cross, Clerk, reported that they are cleaning up everything with election.  She has been working on the budget with NACO. 

 

 

 

Sandberg made a motion to adjourn the meeting of the Banner County Board of Commissioners at

9:48 a.m.  Second by Gifford. Roll call vote: Sandberg, yes; Gifford, yes.
