COMMISSIONERS PROCEEDINGS

The Banner County Board of Commissioners met in regular session on July 5, 2022. This is in accordance with the adjournment of the June 30, 2022, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, the clerk’s office, and on the front window of the Banner County Courthouse. Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk. A copy was emailed to each board member on July 1, 2022. The agenda was not amended less than 24 hours prior to the meeting.

The Chairman called the meeting to order at the hour of 8:56 a.m. with the Pledge of Allegiance. Present on roll call were:

Chairman Robert Post; Vice Chairman Robert Gifford; Member Sharon Sandberg; Mark Kovarik, Attorney; Lisa Cross, Clerk; Tom Neal, Highway Superintendent; Monty Stoddard, Treasurer; Steve Baird, Weed Superintendent.

The Chairman stated that the open meetings law is posted on the Commissioner meeting room window and that paper copies are available on the table by the door.

The agenda was examined and Sandberg moved to approve the agenda. Second by Gifford. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes.

The minutes of the previous meeting had been supplied to each board member. Minutes were already approved,

CLAIMS - The following claims for July 5, 2022 were audited, and Sandberg moved that the claims be approved and warrants ordered drawn on the respective funds. Second by Gifford. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes.

ITEMS OF BUSINESS BEFORE THE BOARD

1. Resolution 22-11 for One and Six – Sandberg made the motion to approve Resolution 22-11 for the One and Six. Second by Gifford. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.

2. Void Check #02204059 – Gifford made the motion to void check #02204059. Second by Sandberg. Roll Call Vote: Post, yes; Gifford, yes; Sandberg, yes.

3. Banner Public School Foundation Calendar Advertisement – Gifford made the motion to put the ad in with the Banner Public School Foundation Calendar. Second by Sandberg. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.

4. NACO email Opioid – tabled.

5. Appoint a community representative for PPHD – Gifford made a motion to nominate Marie Parker as the community representative for PPHD. Second by Sandberg. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.

6. Resignation of Treasurer Monty Stoddard – Sandberg made the motion to accept the resignation of Treasurer, Monty Stoddard. Second by Gifford. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.

Gifford made a motion that we advertise for the position of County Treasurer. Second by Sandberg. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.

REPORTS

Highway Department – Tom Neal, Highway Superintendent, reported the bike racer’s put out some port-a-potties. Some of them were placed on the road and Tom had to move them.

Weed Superintendent – Steven Baird, Weed Superintendent, said there would be notices going out for thistle. They will be spraying the county roads for bind weed. Bob Gifford said he would like to attend the next weed training.

County Attorney – There have been a lot of high speed tickets on Highway 88.

Treasurer – Monty Stoddard, Treasurer, reported it is business as usual. Kathy will need help in August due to taxes being due. Monty said he will be removing his name from the ballot and apologized to everyone again.

Clerk – Lisa Cross, Clerk, has a thumb drive of the Resolutions for the Commissioners and the County Attorney. Lisa has a new assistant that is starting today.

Sheriff – Stan McKnight, Sheriff, said he needs an impound lot. It was suggested to call Scotts Bluff County and see if we can contract with them to use their facility. It was also discussed what wasn’t used in the last budget that could pay for one.

Sandberg made a motion to adjourn the meeting of the Banner County Board of Commissioners at 9:53 a.m. Second by Gifford. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on

The Banner County Board of Equalization met in regular session in the Courtroom of the Banner County Courthouse on July 5, 2022. This is in accordance with the adjournment of the June 21, 2022, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse. ITEMS OF BUSINESS BEFORE THE BOARD

1. Hearing on the One and Six - Tom Neal, Highway Superintendent, gave a report explaining what projects have been done and what projects are left to do. The One and Six Plan is available to be seen at the Road Office.

Public Comments – Dena Cashler asked if the culvert on Road 26 is going to be repaired.
