COMMISSIONERS PROCEEDINGS

 

The Banner County Board of Commissioners met in regular session on April 5, 2022.  This is in accordance with the adjournment of the March 15, 2022, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

 

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on April 1, 2022.  The agenda was not amended less than 24 hours prior to the meeting.

 

The Chairman called the meeting to order at the hour of 8:45 a.m. with the Pledge of Allegiance.  Present on roll call were: Chairman Robert Post; Vice Chairman Robert Gifford; Member Sharon Sandberg; Mark Kovarik, Attorney; Bernice Huffman, Assessor; Lisa Cross, Clerk; Monty Stoddard, Treasurer; Laif Anderson.  Present at various times:  Stan McKnight, Sheriff; Steve Baird, Justin Baird, Lenn Baird, Tyler Baird.

 

The Chairman stated that the open meetings law is posted on the Commissioner meeting room window and that paper copies are available on the table by the door.

 

The agenda was examined and Gifford moved to approve it.  Second by Sandberg. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes.  

 

The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the minutes for March 15, 2022. Second by Gifford.  Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.

CLAIMS

The following claims for April 5, 2022 were audited, and Sandberg moved that the claims be approved warrants and ordered drawn on the respective funds with the exception of the Wildcat Surveying. Second by Gifford.  Roll call vote: Post, yes; Sandberg, yes; Gifford, yes.

ITEMS OF BUSINESS BEFORE THE BOARD

 

1.      Void Check #02203027 – Sandberg made the motion to void check #02203027.  Second by Gifford.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

2.      Groundskeeper Position – Applications will be accepted thru April 18, 2022.  A decision will be made at the meeting on April 19, 2022.  The position will pay $300.00 a month. 

3.      Consideration of legal services agreement with Woods Aitken LLP – Post made the motion to approve and sign the agreement with Woods Aitken LLP.  Second by Sandberg.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

4.      Discussion with weed superintendent applicants – Baird Family Farm Custom Spraying came and introduced themselves.  Discussion was held on Banner County needs and how they can meet those needs.  Gifford made a motion to contract with Baird Family Farm Custom Spraying for Banner County’s Weed Superintendents responsibilities contingent on finalization of a contract.  Second by Sandberg.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

5.      Discussion of Commissioner Assignments – After discussion, Sandberg will be in charge of the Courthouse, Gifford will be in charge of the Weed Department, and Post will be in charge of the Road Department.

 

6.      Memorandum of Understanding with Vistabeam – It was decided to see if someone from Vistabeam could attend a meeting.

COMMITTEE REPORTS

 

Post went to an Air Force meeting in Kimball.  There will be a community meeting at the Banner County School on the 20th at 6:00 pm.

 

REPORTS

 

Highway Superintendent – The road department is getting gravel from the Peterson Pit.  There have been two applications received for the equipment operator job.

County Attorney – Mark Kovarik, Banner County Attorney, said that it busy with traffic.  There might be a possible jury trial.

Treasurer – Monty Stoddard, Treasurer, gave a report on the tax sale.  There were $0.00 sold.  There are tax payments starting to come in.

Clerk – Lisa Cross, Clerk, Banner County hosted an Election Training.

 

Sandberg made a motion to adjourn the meeting of the Banner County Board of Commissioners at

9:53 a.m.  Second by Gifford. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on April 19, 2022, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

BOARD OF EQUALIZATION PROCEEDINGS

 

The Banner County Board of Equalization met in regular session in the Courtroom of the Banner County Courthouse on April 5, 2022. This is in accordance with the adjournment of the March 15, 2022, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.
