COMMISSIONERS PROCEEDINGS

 

The Banner County Board of Commissioners met in regular session on May 3, 2022.  This is in accordance with the adjournment of the April 19, 2022, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

 

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on April 27, 2022.  The agenda was not amended less than 24 hours prior to the meeting.

 

The Chairman called the meeting to order at the hour of 8:46 a.m. with the Pledge of Allegiance.  Present on roll call were:

Chairman Robert Post; Vice Chairman Robert Gifford; Member Sharon Sandberg; Mark Kovarik, Attorney; Lisa Cross, Clerk; Tom Neal, Highway Superintendent.  Present at various times:  Bernice Huffman, Assessor, Monty Stoddard, Treasurer; Brad Sawyer.  Present via Zoom at various times: Kim Henson.

The Chairman stated that the open meetings law is posted on the Commissioner meeting room window and that paper copies are available on the table by the door.

 

The agenda was examined and Gifford moved to approve the agenda.  Second by Sandberg. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes.  

 

The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the minutes for

April 19, 2022 with the addition of “comments were received by the public” to Item 1. Second by Sandberg.  Roll call vote: Post, no; Gifford, yes; Sandberg, yes.

ITEMS OF BUSINESS BEFORE THE BOARD

 

1.       Great Plains Communication Permit – After discussion, Gifford made a motion to approve Permit 20-03 allowing installation of fiber optic cable for T-Mobile.  Second by Sandberg.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

2.      Aflac Account Review- An informational packet was handed out, and it was decided that Banner County will offer the AD & D coverage for the employees.

3.      Extension Office Board/Jim Stauffer – Sandberg made a motion to appoint James W. Stauffer to the Extension Board.  Second by Gifford.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

4.      Blue Cross Blue Shield new rates – renewal – Sandberg made the motion to table this to do some research.  Second by Gifford.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

5.      Safety and Personnel Policy Committee appointments – Gifford made a motion to appoint James Milner to the Safety Committee, Kathy Natale to the Personnel Policy Committee, and Lisa Cross to the Safety Committee and the Personnel Policy Committee.  Second by Sandberg.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

6.      Resolution 22-9 – Speed Reduction for Construction on Road 36 – Sandberg made the motion to adopt

Resolution 22-9 modifying speed on certain roads.  Second by Gifford.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

COMMITTEE REPORTS

 

Aging Office of Western Nebraska – Sandberg reported that the Aging Office decided to pay an employee claim.

 

REPORTS

 

Highway Superintendent – Tom Neal, Highway Superintendent, obtained his license to spray the right of ways.  As soon as it dries out, construction of Road 36 will begin.  There have been three applicants for the Equipment Operator position, but none have worked out.  An employee that has been out for medical reasons returned to work on Monday.

County Attorney – Mark Kovarik, Banner County Attorney, said that this week is court week.  Other than that, it has been business as usual.

Clerk – Lisa Cross, Clerk, Banner County reported they performed three Mock Elections last week. A poll worker training will be held on Thursday, May 5, 2022.  The finishing projects are being completed for Election.

Sandberg made a motion to adjourn the meeting of the Banner County Board of Commissioners at 10:11 a.m.  Second by Gifford. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on May 17, 2022, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

BOARD OF EQUALIZATION PROCEEDINGS

 

The Banner County Board of Equalization met in regular session in the Courtroom of the Banner County Courthouse on May 3, 2022. This is in accordance with the adjournment of the April 19, 2022, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

1.      Destroyed Real Property Form – Form 425 – Sandberg made the motion to move the value on the improvements on property #040024482 to $0.00.  Second by Post.  Roll Call Vote: Post, yes; Sandberg, yes.

2.      Assessment Roll Corrections – Sandberg made a motion to accept the Assessment Roll Correction on property #040007502.  Second by Post.  Roll Call Vote: Post, yes; Sandberg, yes.

 

Sandberg made a motion to adjourn the Banner County Board of Equalization meeting at 8:46 a.m. Second by Gifford. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.
