BOARD OF EQUALIZATION PROCEEDINGS

 

The Banner County Board of Equalization met in regular session in the Courtroom of the Banner County Courthouse on February 1, 2022. This is in accordance with the adjournment of the January 18, 2022, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

 

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on January 27, 2022.  The agenda was not amended less than 24 hours prior to the meeting.

The Vice Chairman called the meeting to order at the hour of 8:30 a.m. Present on roll call were: Vice Chairman Robert Gifford; Member Sharon Sandberg; Mark Kovarik, Attorney; Bernice Huffman, Assessor;

Monty Stoddard, Treasurer; Tom Neal, Highway Superintendent.  At various times: Zane Hopkins, Deputy Sheriff.  Present via zoom:  Robert Post, Chairman.

The Vice Chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.

 

The agenda was examined, and Sandberg moved to approve as presented. Second by Gifford.  Roll call vote:  Sandberg, yes; Gifford, yes.

 

The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the minutes for January 18, 2022, and that the actions therein be ratified. Second by Gifford. Roll call vote: Sandberg, yes; Gifford, yes.

Sandberg made a motion to adjourn the Banner County Board of Equalization meeting at 8:42 a.m. Second by Gifford. Roll call vote: Gifford, yes; Sandberg, yes. The next meeting will be held in regular session on

February 15, 2022, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD

1.       Discussion of resignation of Weed Superintendent – Pernell Hottell’s resignation was accepted.

2.      ARPA Funds – One possible use of the ARPA Funds is to give VistaBeam some of the money that will allow them to get internet to all of Banner County residents.  Tabled until next meeting.

3.      Review Application for Snow Removal and/or Surface Grading – Application accepted.

4.      Modification for Local Emergency Operation Plan – Tabled until next meeting.

5.      Resolution 22-06 Year-End Certification of County Highway Superintendent – Sandberg made the motion to approve and sign Resolution 22-06 and Year End Certification of the County Highway Superintendent.  Second by Gifford.  Roll Call Vote:  Gifford, yes; Sandberg, yes.

 

REPORTS

 

Highway Superintendent – Tom Neal, Highway Superintendent, attended a meeting via zoom to learn more about the Air Force upgrades.  It will be 2023 before they start in Banner County.  The gas pump company sent a questionnaire to be filled out and returned.  Banner County received a payment from NEMA to help with the costs of the Hackberry Fire. 

 

County Attorney – Mark Kovarik, Banner County Attorney, reported there is court this week.  There was a coroner call last week.  Mark will be working on the interlocal agreement for the Veteran Service Contract.

 

Treasurer – Monty Stoddard said there is a Pledged Collateral Report due to substantial receipts made in January.  Delinquent Tax List is going out, but is small.   

 

Clerk – Lisa Cross, Clerk, reported that the W-2’s and 1099 forms are done and have been mailed out.  Lisa is in the process of filling out the renewal application for NIRMA

   

Sandberg made a motion to adjourn the meeting of the Banner County Board of Commissioners at

9:36 a.m.  Second by Gifford. Roll call vote: Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on February 15, 2022, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.
