BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on March 5, 2019. This is in accordance with the adjournment of the February 19, 2019 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, at the clerk’s office and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on March 1, 2019.  The agenda was not amended less than 24 hours prior to the meeting.

The vice chairman called the meeting to order at the hour of 8:34 a.m. Present on roll call were:  Vice Chairman Robert J. Gifford; Member Sharon Sandberg; Jim Zimmerman, Attorney, and Lori Hostetler, Clerk.

The vice chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.

The agenda was examined, and Sandberg moved to approve as presented. Second by Gifford.  Roll call vote: Gifford, yes; Sandberg, yes.

The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the minutes for February 19, 2019 and that the actions therein be ratified. Second by Gifford. Roll call vote: Sandberg, yes; Gifford, yes.

ITEMS OF BUSINESS BEFORE THE BOARD - None

The Banner County Board of Equalization meeting was adjourned at 8:35 a.m. The next meeting will be held in regular session on March 19, 2019 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD

Item #1 – Approval of application for snow removal and/or surface grading  – Application was approved.

Item #2 – Appoint members of safety committee – Gifford made a motion that the safety committee include one commissioner, the road superintendent, one road employee, and one employee or elected official that works in the courthouse. Second by Sandberg. Roll call vote: Sandberg, yes; Gifford, yes.

Sandberg made a motion to appoint Bob Post, Commissioner; Tom Neal, Highway Superintendent; Laryl Taggart, road employee, and Monty Stoddard, from the courthouse. Second by Gifford. Roll call vote: Sandberg, yes; Gifford, yes.

Item #3 – Discussion on possibility of acquiring a different county vehicle – There was discussion on the need for a reliable county vehicle because of the cost for mileage, with most meetings and TERC hearings being held in eastern Nebraska.

Item #4 – Discussion and possible action on agreement with Morrill County to maintain a driveway – After discussion, Gifford made a motion to terminate the interlocal agreement dated February 26, 1991 between Banner County, Morrill County, and Banner County School District for a road in Morrill County. Second by Sandberg. Roll call vote: Sandberg, yes; Gifford, yes.

REPORTS

HIGHWAY SUPERINTENDENT
Tom Neal, Highway Superintendent reported that a John Deere State Lease is not available to counties. There was discussion on options for a new mower tractor and replacing an overhead door in the shop. He also presented a map indicating the roads that will be graveled by the Air Force and said he will be attending a bridge conference in Kearney next week.

ATTORNEY
Jim Zimmerman, Attorney reported that the State Patrol has not been patrolling Banner County much lately.

TREASURER
Monty Stoddard, Treasurer reported that he conducted the County Tax Sale. He said there are just a few unpaid parcels.

CLERK
Lori Hostetler, Clerk reminded that the District Meeting is March 27th.

No applications have been received.
