BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on March 19, 2019. This is in accordance with the adjournment of the March 5, 2019 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, at the clerk’s office and on the front window of the Banner County Courthouse. Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk. A copy was emailed to each board member on March 17, 2019. The agenda was not amended less than 24 hours prior to the meeting.

The chairman called the meeting to order at the hour of 8:34 a.m. Present on roll call were: Chairman Robert Post; Vice Chairman Robert J. Gifford; Member Sharon Sandberg; Jim Zimmerman, Attorney; Bernice Huffman, Assessor; Tim Newman, Emergency Manager, and Lori Hostetler, Clerk. Also present at various times: Monty Stoddard, Treasurer; Buck Hottell, and Toney Krajewski, Assistant Highway Superintendent.

The chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.

The agenda was examined, and Gifford moved to approve as presented. Second by Sandberg. Roll call vote: Gifford, yes; Post, yes; Sandberg, yes.

The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the minutes for March 5, 2019 and that the actions therein be ratified. Second by Sandberg. Roll call vote: Sandberg, yes; Gifford, yes; Post, yes.

ITEMS OF BUSINESS BEFORE THE BOARD - None

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:42 a.m. Second by Sandberg. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on April 2, 2019 or at the call of the clerk. A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD

Item #1 – Approval of applications for snow removal and/or surface grading – Applications were approved.

Item #2 – Discussion on possibility of acquiring a different county vehicle – Tabled.

Item #3 – Review and possible action on Weed Superintendent applications – One application was received from Buck Hottell with Wyo/Braska Weed & Pest. After discussion, Gifford made a motion to enter into a contract with Wyo/Braska Weed & Pest for $52,000 for a term from March 19, 2019 through January 31, 2020, with no bond prescribed and contingent upon proof of insurance and certification. Second by Sandberg. Roll call vote: Gifford, yes; Sandberg, yes; Post, yes.

Item #4 – Discussion and possible action on Banner County Disaster – After discussion on the significant road damage caused by the blizzard, Gifford made a motion to support the decision of the chairman to declare a disaster for Banner County. Second by Sandberg. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.

REPORTS

COMMITTEE

Post stated that he enjoyed his trip to Washington D.C. as a representative to the National Association of Counties and said he attended a meeting with the F.C.C. while there.

HIGHWAY SUPERINTENDENT

Tom Neal, Highway Superintendent reported that he attended a bridge conference last week. He said LB 682 passed so there will be less paperwork to send in to the state for the 1 & 6 and SSAR reports. He said that 2 graders are down right now, and roads are continuing to wash out.

ATTORNEY

Jim Zimmerman, Attorney reported that there is court being held this afternoon.

TREASURER

Monty Stoddard, Treasurer reported that he had finished up some details of the tax sale.

CLERK

Lori Hostetler, Clerk presented the clerk and the clerk of the district court fee reports. She said that Pat Mooney has been hired to provide security on court days.

No other reports.

Sandberg made a motion to adjourn the meeting of the Banner County Board of Commissioners at 10:30 a.m. Second by Gifford. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.
