BANNER COUNTY

COMMISSIONERS  PROCEEDINGS

The Banner County Board of Commissioners met in special end-of-year session in the Commissioners’ room of the Banner County Courthouse on June 27, 2019.  This is in accordance with the adjournment of the June 18, 2019 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on June 25, 2019.  The agenda was not amended less than 24 hours prior to the meeting.

The chairman called the meeting to order at the hour of 8:33 a.m. with the pledge of allegiance to the flag.  Present on roll call were: Chairman Robert Post; Vice Chairman Robert J. Gifford; Member Sharon Sandberg; Tom Neal, Highway Superintendent; Joe Blanke; Travis Fix, and Lori Hostetler, Clerk. Also present at various times: Monty Stoddard, Treasurer.

The chairman stated that the open meetings law is posted on the meeting room wall and that paper copies are available on the table by the door.

The agenda was examined and Gifford moved to approve after correcting the day to Thursday. Second by Sandberg. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.

The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the minutes for June 18, 2019 and that the actions therein be ratified:  Second by Gifford.  Roll call vote: Gifford, yes; Sandberg, yes; Post, yes.

                                                                                                  

CLAIMS

The following claims were audited, and Gifford moved that the claims for General and Road be approved and warrants ordered drawn on the respective funds. Second by Sandberg. Roll call vote: Post, yes; Gifford, yes; Sandberg, yes.

ITEMS OF BUSINESS BEFORE THE BOARD

Item #1 – Action on skidsteer purchase - Joe Blanke and Travis Fix with Murphy Tractor

presented a price quote for a 2017 John Deere 331G compact track loader. There was discussion

that the quote was very competitive, however the suspension in the CAT makes it more suitable for

the county’s needs. Gifford made a motion to purchase the NMC CAT machine for $53,916.77.

Second by Sandberg. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes.

The following claims were audited, and Sandberg moved that the claims for The Road Equipment Sinking Fund be approved and warrants ordered drawn on the respective fund. Second by Gifford. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.

Cat Financial Services, equipment - 53,916.77; Frank Leasing, LLC, Equipment - 9,995.00

REPORTS

HIGHWAY SUPERINTENDENT

Tom Neal, Highway Superintendent reported that he is has received a request to vacate a road. The commissioners directed him to do a study. He also informed that he is down 2 employees right now. He said the that since the road employees have been working extra hours, they would like to take July 5th off and use vacation or personal time. The commissioners were okay with it.

TREASURER

Monty Stoddard reported that he had attended the Budget Workshop in North Platte and received very useful information.

CLERK

Lori Hostetler, Clerk reported that she had also attended the Budget Workshop, and she and Monty had discussed the MIPS budget program with Candace.

No other reports.

Gifford made a motion to adjourn the meeting of the Banner County Board of Commissioners at 9:10 a.m.  Second by Sandberg.  Roll call vote: Post, yes; Gifford, yes; Sandberg, yes. The next meeting will be held in regular session on July 2, 2019 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.
