BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on April 16, 2019. This is in accordance with the adjournment of the April 2, 2019 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, at the clerk’s office and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on April 12, 2019.  The agenda was not amended less than 24 hours prior to the meeting.

The chairman called the meeting to order at the hour of 8:35 a.m. Present on roll call were: Chairman Robert Post; Vice Chairman Robert J. Gifford; Member Sharon Sandberg; Bernice Huffman, Assessor; Tom Neal, Highway Superintendent, and Lori Hostetler, Clerk.

The chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.

The agenda was examined, and Sandberg moved to approve as presented. Second by Gifford.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the minutes for April 2, 2019 and that the actions therein be ratified. Second by Gifford. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.

CORRESPONDENCE – None

ITEMS OF BUSINESS BEFORE THE BOARD - None

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:44 a.m. Second by Sandberg. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on May 7, 2019 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

Item #2 – Discussion on replacing culverts – added 4/15/2019 @ 8:15 a.m. - LH –  There was discussion on areas in the county that need to have culverts replaced or added.

REPORTS

COMMITTEE REPORTS

Post reported that he will be attending the Stepping Up Program because Region 1 is a one of sponsors of the program.

HIGHWAY SUPERINTENDENT

Tom Neal, Highway Superintendent reported that he is still measuring and assessing culverts. He said there are three machines down right now, and two should be back by the end of the week. It was agreed that he will advertise for another equipment operator. He also said they will be receiving a sheep’s foot packer next week. He informed that he has been in touch with DOT Surplus regarding a dump truck they have available for purchase. He said they also have some used cars with 100,000 miles on them priced from $6,000 to $10,000. There was also discussion that the county attorney will need to mail a letter to a landowner who has been parking a truck on the county right of way.

TREASURER

Monty Stoddard, Treasurer reported that they are preparing for tax collections, and training for the new DMV program is ongoing. He said that MIPS is continuing to work on the new budget program.

CLERK

Lori Hostetler, Clerk presented the clerk and the clerk of the district court fee reports, and she said there has been more work done on the fiber optic line coming in to the courthouse. There was also discussion that the salary for the new weed superintendent will begin in May.

SHERIFF

Lori Hostetler, Clerk presented the sheriff’s quarterly fee report.

Item #1 – Update on PADD – Jeff Kelley – Jeff Kelley gave an update on PADD activity over the last year.

Gifford made a motion to adjourn the meeting of the Banner County Board of Commissioners at 9:50 a.m.  Second by Sandberg. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.
