BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on June 4, 2019. This is in accordance with the adjournment of the May 21, 2019 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, at the clerk’s office and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on May 31, 2019.  The agenda was not amended less than 24 hours prior to the meeting.

The chairman called the meeting to order at the hour of 8:30 a.m. Present on roll call were: Chairman Robert Post; Vice Chairman Robert J. Gifford; Member Sharon Sandberg; Bernice Huffman, Assessor; Jim Zimmerman, Attorney; Tom Neal, Highway Superintendent, and Lori Hostetler, Clerk.

The chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.

The agenda was examined, and Gifford moved to approve as presented. Second by Sandberg.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the minutes for May 21, 2019 and that the actions therein be ratified. Second by Gifford. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.

CORRESPONDENCE - None

ITEMS OF BUSINESS BEFORE THE BOARD

Item #1 – Set date(s) for protest hearings – After some discussion, Sandberg made a motion to set the dates for July 9th and 18th, and if needed, July 19th. Second by Gifford. Roll call vote: Gifford, yes; Post, yes; Sandberg, yes.

Item #2 – Assessment Roll Correction - Bernice Huffman presented a needed correction to the assessment roll. Gifford made a motion to approve the assessment roll correction. Second by Sandberg. Roll call vote: Post, yes; Gifford, yes; Faden, yes.

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:45 a.m. Second by Sandberg. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on June 18, 2019 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

Also present at various times: Aaron Berger; Nathan Rice; Larry Burbach, and Carl Gilbert, Surveyor.

Gifford moved to approve the minutes for May 21, 2019 and that the actions therein be ratified with a correction made removing the word zoning from the motion made in item #8. Second by Sandberg. Roll call vote: Gifford, yes; Post, yes; Sandberg, yes.  

CORRESPONDENCE 

Letter from NIRMA II regarding renewal costs. The premium has decreased from last year.

Email indicating more information is needed on the application for the generator grant.

Email reminding that the Livestock Friendly annual report is due.

ITEMS OF BUSINESS BEFORE THE BOARD

Item #1 – Introduction of new 4-H educator – Jennifer Blanke; Aaron Berger, and Nathan Rice - Aaron Berger with the Extension Office introduced Nathan Rice as the new 4-H educator.

Item #3 – Discussion and possible action on tractor lease with Frank Implement – Ty Correll – Ty Correll with Frank Implement gave information on the used tractors that are available for lease.

Item # 2 – Discussion and possible action on offering Colonial Life benefits and services to employees – After discussion, Sandberg made a motion to offer Colonial Life benefits and services to employees. Second by Post. Roll call vote: Gifford, yes; Post, yes; Sandberg, yes.

Item #4 – Discussion on findings of safety committee audit – Post gave a review of the findings of the safety committee audit. There was discussion of changes that need to be made and included in the employee manual.

Item #6 – Discussion on skidsteer lease or purchase – Larry Burbach with NMC – Larry Burbach presented the payoff amount as of June 30th. There was discussion on the possibility of purchasing the skidsteer since the newer models do not have the same suspension.

Item #5 - Discussion on direct deposit for payroll checks – There was discussion on changing to direct deposit for payroll checks. Lori Hostetler, Clerk will get more information.

REPORTS

HIGHWAY SUPERINTENDENT

Tom Neal, Highway Superintendent reported that the Airforce has a tentative schedule to start graveling roads on June 10th. He said that the overhead door has been installed on the weed shop, and he will be attending the Summer meeting in Valentine next week.

ATTORNEY

Jim Zimmerman, Attorney reported that two of the county’s felony cases have been transferred to Federal Court, but there are still 5 potential felony trials. He also said he had attended the Spring Training.

CLERK

Lori Hostetler, Clerk said that she will be attending the Summer Workshop next week. She also reported some issues with the courthouse building caused by all of the rain, and there was discussion on how to address the problems.

SURVEYOR

Carl Gilbert, Surveyor reported that from March 1st until the end of May, he has surveyed 44 sections from County Road 6 south to the Kimball County line and from the Wyoming line to one mile east of Highway 71.
