BANNER COUNTY
BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on May 7, 2019. This is in accordance with the adjournment of the April 16, 2019 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, at the clerk’s office and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on May 3, 2019.  The agenda was not amended less than 24 hours prior to the meeting.

The chairman called the meeting to order at the hour of 8:32 a.m. Present on roll call were: Chairman Robert Post; Vice Chairman Robert J. Gifford; Member Sharon Sandberg; Bernice Huffman, Assessor; Jim Zimmerman, Attorney; Toney Krajewski, Assistant Highway Superintendent, and Lori Hostetler, Clerk. Also present at various times: Tom Neal, Highway Superintendent; Evelyn Browne, Banner County Schools Superintendent, and Don Lease II.

The chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.

The agenda was examined, and Sandberg moved to approve as presented. Second by Gifford.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the minutes for April 16, 2019 and that the actions therein be ratified. Second by Sandberg. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.

ITEMS OF BUSINESS BEFORE THE BOARD

Item #1 – Assessment Roll correction – Bernice Huffman presented a correction to the Assessment Roll. After review, Sandberg made a motion to approve the Assessment Roll correction. Second by Gifford. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes.

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:45 a.m. Second by Sandberg. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on May 21, 2019 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD

Item #1 – Don Lease Jr. – discussion  and possible action on Morrill County Road – Don Lease II stated that there is an interlocal agreement between Morrill County and Banner County for the maintenance of the Morrill County road that goes to his home located in Banner County. There was discussion on what is considered a driveway and what is a road. No action was taken.

Item #2 – Discussion on Comprehensive Plan/Zoning – Jeff Kelley @ 9:30 a.m. – There was discussion with Jeff Kelley with PADD on the possible need for a Comprehensive Plan/Zoning; what is involved in creating one, and what the estimated cost would be. There was also discussion on a plan that the county had worked on several years ago.

Evelyn Browne, School Superintendent shared information on going to a 4- day school week, with Fridays being used for enrichment programs. She said that recycling bins will be located behind the school, and the community will be encouraged to use them. She will be putting more information regarding the recycling in an upcoming newsletter.

REPORTS

COMMITTEE REPORTS

Post reported that Region 1‘s current administrator is retiring, and there should be a smooth transition with the new person taking over the position.

HIGHWAY SUPERINTENDENT

Tom Neal, Highway Superintendent reported that a FEMA representative has inspected the damage from the blizzard. He gave a summary of road repairs that are being done and said he brought back a used dump truck from Lincoln.

ATTORNEY

Jim Zimmerman, Attorney reported that he has Spring Training in Kearney next week. He said he is seeing more use of the STOP program and reported that he currently has 6 felony cases.

TREASURER

Monty Stoddard, Treasurer reported that tax collections are finished, and they went very well. He said he should be receiving a pledged collateral report from the bank soon.

CLERK

Lori Hostetler, Clerk reported that she has received applications for the groundskeeper position and needs a commissioner to conduct interviews so someone can be hired. She informed that the NACO Blue Cross/ Blue Shield health insurance renewal rates are out, and the rates will remain the same for the next year. There was discussion that the budget will not need to be amended because the county will not receive any disaster funds until the next fiscal year.
