BANNER COUNTY
COMMISSIONERS PROCEEDINGS
The Banner County Board of Commissioners met in regular session in the Commissioners’ room of the Banner County Courthouse on January 3, 2019. This is in accordance with the adjournment of the December 18, 2018 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, the clerk’s office, and on the front window of the Banner County Courthouse. Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.
The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk. A copy was emailed to each board member on January 1, 2019. The agenda was not amended less than 24 hours prior to the meeting.
The vice chairman called the meeting to order at the hour of 1:30 p.m. with the pledge of allegiance to the flag. Present on roll call were: Vice Chairman Robert J. Gifford; Member Sharon Sandberg; Jim Zimmerman, Attorney, Tom Neal, Highway Superintendent; Carl Gilbert, Surveyor; Pat Parsons, and Lori Hostetler, Clerk. Also present at various times: Stan McKnight, Sheriff and Monty Stoddard, Treasurer.
The vice chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.
The agenda was examined and Sandberg moved to approve as presented. Second by Gifford. Roll call vote: Sandberg, yes; Gifford, yes.
The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the minutes for December 18, 2018 and that the actions therein be ratified: Second by Gifford. Roll call vote: Gifford, yes; Sandberg, yes.

ITEMS OF BUSINESS BEFORE THE BOARD
Item #1 – Accept audit report – Gifford made a motion to accept the audit report for Fiscal Year Ended June 30, 2018. Second by Sandberg. Roll call vote: Sandberg, yes; Gifford, yes.
Item #2 – Action on Proclaiming January 2019 as National Radon Action Month – Sandberg made a motion to approve the resolution proclaiming January 2019 as National Radon Action Month. Second by Gifford. Roll call vote: Sandberg, yes;Gifford, yes.
Item #3 – Consider and adopt resolution appointing David Domina as special attorney for the county to investigate the intent of the 1864 Enabling Act of the U.S. Congress – The item was tabled.
Item #4 – Discussion on budget preparer – There was discussion of the need to find a new person to do the county's budget. Various options will be explored.
REPORTS
TREASURER
Monty Stoddard, Treasurer reported that tax collections went well in December, and he is contacting those who have delinquent taxes. He said he will be attending a legislative meeting in Lincoln in February.
SURVEYOR
Carl Gilbert, Surveyor reported that he is working with the Kimball County Surveyor to survey the county line. He said he has learned that in the 2020 election, the question of whether to keep the County Surveyor as an elected position will appear on the ballot.
HIGHWAY SUPERINTENDENT
Tom Neal, Highway Superintendent reported that it has been difficult to work on roads because of the extremely cold weather conditions. He said he will be attending a refresher course on bridge inspections in February and is looking into the cost to replace the fuel pump at the shop.
CLERK
Lori Hostetler, Clerk reported that she is preparing to do W-2s and 1099s.
COMMITTEE REPORTS
Robert Gifford said he had received a letter from Tim Newman, Emergency Manager listing required courses for elected and appointed officials in order to be NIMS Compliant.
No other reports.
Sandberg made a motion to adjourn the meeting of the Banner County Board of Commissioners at 2:30 p.m. Second by Gifford. Roll call vote: Sandberg, yes; Gifford, yes. The next meeting will be held in statutory session on January 15, 2019 or at the call of the clerk. A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.
