BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on May 4, 2021. This is in accordance with the adjournment of the April 20, 2021, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on April 28, 2021.  The agenda was not amended less than 24 hours prior to the meeting.

The chairman called the meeting to order at the hour of 8:31 a.m. Present on roll call were: Chairman Robert Post; Vice Chairman Robert J. Gifford; Member Sharon Sandberg; Mark Kovarik, Attorney; Lisa Cross, Clerk; Bernice Huffman, Assessor; Genie Evans; Jody Kreitz; Tom Neal, Highway Superintendent; Stan McKnight; Sheriff.  Present various times:  Monty Stoddard, Treasurer; Ron Bolin; Buck Hottell; Weed Superintendent.  Present via zoom:  Jennifer Reinninger; Kim Henson. 

The chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.

The agenda was examined, and Gifford moved to approve as presented. Second by Sandberg.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the minutes for April 20, 2021, and that the actions therein be ratified. Second by Gifford. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.

ITEMS OF BUSINESS BEFORE THE BOARD –

1.      Assessment Roll Corrections – Sandberg made the motion to accept the Assessment Roll Corrections.  Second by Gifford.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:44 a.m. Second by Sandberg. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on May 18, 2021 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD

1.     The county’s compliance with The Nebraska Noxious Weed Control Act during 2020 –

Buck Hottell has renewed his license and has scheduled some continuing education in both July  and November.  Last year’s classes were cancelled.

2.     Blue Cross Blue Shield – 2021 Rate Summary and Sub-application – It was decided to table until next meeting to give an opportunity for another bid to be presented.

3.     Oversize and Overweight Permits – There was discussion about the cost of the oversize and overweight permits.  The permits are for six months.  It was decided no change was needed.

4.     Road Department Wages – Sandberg made a motion to amend the motion from last meeting and to exclude the Road Secretary from the raise given.  Her raises are given thru the Treasurer’s Office along with the Sheriff and Road Departments.

5.     Appoint Additional New Members to the Planning Committee –

6.      Void Check #02104034 – Sandberg made the motion to void check # 02104034.  Second by Gifford.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

7.     Approval Application for Snow Removal and/or Surface Grading – The Commissioners approved the applications presented.

8.     Petition to Vacate the South 30 Feet of Court Street along the North Side of Block 16 – Gifford moved to accept the petition and direct the Highway Superintendent to do a study on the feasibility of the vacating of the South 30 Feet of Court Street along the North Side of Block 16.

REPORTS 

HIGHWAY DEPARTMENT – Tom Neal, Highway Superintendent, reported he went to look at a water trailer but it wasn’t in very good shape.  There is a online auction coming up with Richie Brothers.  A pump for the wet kit has been located at MHC in Greeley, CO. 

COUNTY ATTORNEY

Mark Kovarik, County Attorney, reported that there is a District Court hearing via zoom today.  Everything is business as usual.

TREASURER

Monty Stoddard, Treasurer, tax collections went well.  The grader payment was made.  Monty will be attending a budget workshop on May 13, 2021.

CLERK

Lisa Cross, Clerk, reported she will be attending the Budget Workshop on May 13, 2021.  The new assistant is being trained.  The District Court Month End has been presented. 

Sandberg made a motion to adjourn the meeting of the Banner County Board of Commissioners at 10:26 a.m.  Second by Gifford. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.
