BOARD OF EQUALIZATION PROCEEDINGS

 The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on May 18, 2021. This is in accordance with the adjournment of the May 4, 2021, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference. 

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on May 12, 2021.  The agenda was not amended less than 24 hours prior to the meeting. 

The chairman called the meeting to order at the hour of 8:30 a.m. Present on roll call were: Chairman Robert Post; Vice Chairman Robert J. Gifford; Member Sharon Sandberg; Mark Kovarik, Attorney; Lisa Cross, Clerk; Bernice Huffman, Assessor.  At various times: Tom Neal, Highway Superintendent; Monty Stoddard, Treasurer.  Present via Zoom: Jennifer Reinninger, at various times Kim Henson.

The chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.

The agenda was examined, and Gifford moved to approve as presented. Second by Sandberg.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.  

The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the minutes for May 4, 2021, and that the actions therein be ratified. Second by Gifford. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.

ITEMS OF BUSINESS BEFORE THE BOARD –  

1.      Assessment List Corrections – Gifford made a motion to approve the Tax List Correction.  Second by Sandberg.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes. 

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:43 a.m. Second by Sandberg. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on June 1, 2021 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

1.     Approval of Blue Cross Blue Shield-2021 Rate Summary and Sub-application – Gifford made a motion to approve and authorize the Chairman to sign the Blue Cross Blue Shield Sub-application.  Second by Sandberg.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

2.     Resolution 21-19 requesting the Banner County Highway Superintendent to do a study on the vacation of the South 30 feet of Court Street, North side of Block 16 – Sandberg made a motion to direct the Banner County Highway Superintendent to do a study on the vacation of the South 30 feet of Court Street, North side of Block 16 and sign the Resolution 21-19.  Second by Gifford.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes. 

COMMITTEE REPORTS  

PADD – PADD is still willing to help the Planning Commission with anything that they need. 

Aging Office – The senior centers are opening back up. 

REPORTS 

HIGHWAY DEPARTMENT – Tom Neal, Highway Superintendent, reported that the graveling of Road 24 is complete.  They are graveling Road 47 now.  Tom presented a bid for putting in some culverts. 

COUNTY ATTORNEY

Mark Kovarik, County Attorney, reported that he has been working on cleaning up some older cases.

TREASURER

Monty Stoddard, Treasurer, attended the Budget Workshop.  We should be receiving ARPA money, which will be deposited in a separate account. 

CLERK

Lisa Cross, Clerk, reported she attended the Budget Workshop.  The new assistant is being trained.   

Gifford made a motion to adjourn the meeting of the Banner County Board of Commissioners at 9:53 a.m.  Second by Sandberg. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.
