BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on April 6, 2021. This is in accordance with the adjournment of the March 23, 2021, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on April 1, 2021.  The agenda was not amended less than 24 hours prior to the meeting.

The chairman called the meeting to order at the hour of 8:33 a.m. Present on roll call were: Chairman Robert Post; Vice Chairman Robert J. Gifford; Member Sharon Sandberg; Mark Kovarik, Attorney; Lisa Cross, Clerk; Bernice Huffman, Assessor.  Present various times:  Monty Stoddard, Treasurer; Tom Neal, Highway Superintendent; Tim Grubbs; Zane Hopkins; Rob Leaf; Terry Morris; Laryl Taggart; Brian Nielsen; Ron Bolin; and Toney Krajewski.  Present via zoom:  Jennifer Reinninger and Kim Henson. 

The chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.

The agenda was examined, and Gifford moved to approve as presented. Second by Sandberg.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the minutes for March 23, 2021, and that the actions therein be ratified. Second by Gifford. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.

ITEMS OF BUSINESS BEFORE THE BOARD –

1.      Assessment Roll Corrections – Sandberg made a motion to approve the Assessment Roll Corrections as presented.  Second by Gifford.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:42 a.m. Second by Sandberg. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on April 20, 2021 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD

1.      Appoint and Approve Grievance Committee – The following names were selected to serve on the Grievance Board:  Sharon Sandberg, Mark Knaub, Pat Mooney, Bernice Huffman, and Sandy Beals.  Gifford moved to approve these five people to serve on the Grievance Board.  Second by Sandberg.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, abstain.

2.     Make Updates to Hazard Mitigation Plan – Tabled until later

3.     Petition to Vacate the South 30 Feet of Court Street along the North Side of Block 16 – The petition needs pushed to the next meeting.  There are corrections that need to be made in order to meet the statutory guidelines.

4.     Study on the Vacation of the South 30 Feet of Court Street along the North Side of Block 16 – dismissed.

5.     Approval of Applications for Snow Removal and/or Surface Grading – Approved by general consent.

6.     County Workers to Discuss Employee Safety – There was discussion on safety for employees.  The Grievance Board is there if needed.  There was some equipment that was red tagged for safety reasons.

7.     Travis with Murphy Tractor – Mini Excavator – Travis presented a sheet showing the cost of lease or purchase for the mini excavator.  This item is tabled.

8.     Set Road Department Wages – Post made a motion to table this to do some research on benefits and wages of other counties.  Second by Sandberg.  Roll call vote:  Post, yes; Gifford, no; Sandberg, yes.

9.     2021 AARP Community Challenge Grant – We shared the information with Christy Werner at the Kimball Transit Center.

10.  30 x30 Land Grab Resolution – Sandberg made a motion to approve the 30 x 30 Land Grab Resolution 2021-15.  Second by Gifford.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

REPORTS

HIGHWAY DEPARTMENT

Tom Neal, Highway Superintendent, reported that they have been cleaning up limbs out of the ditches that the snow tore down.  Tom is getting someone to come out and inspect the trailers.  There is a list that the Safety Coordinator presented that we need to work on.

COUNTY ATTORNEY

Mark Kovarik, County Attorney, reported that District Court was last week and County Court is tomorrow.  He received some paperwork on a bankruptcy that he is working on.

TREASURER

Monty Stoddard, Treasurer, reported that they are preparing for taxes.  Monty and Kathy are taking COOL courses thru NACO.

CLERK

Lisa Cross, Clerk, reported she is going through applications and getting ready to do interviews for the Clerk’s Assistant job.
