BOARD OF EQUALIZATION PROCEEDINGS

 The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on March 2, 2021. This is in accordance with the adjournment of the February 16, 2021, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on February 25, 2021.  The agenda was not amended less than 24 hours prior to the meeting.

The chairman called the meeting to order at the hour of 8:30 a.m. Present on roll call were: Chairman Robert Post; Vice Chairman Robert J. Gifford; Member Sharon Sandberg; Mark Kovarik, Attorney; Lisa Cross, Clerk; Bernice Huffman, Assessor; JT Evans, Richard Craig, Lite-Em Up Custom Burning.  Present various times via zoom:  Kim Henson. 

The chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.

The agenda was examined, and Sandberg moved to approve as presented. Second by Gifford.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the minutes for February 16, 2021, and that the actions therein be ratified. Second by Gifford. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.

ITEMS OF BUSINESS BEFORE THE BOARD - None

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:39 a.m. Second by Sandberg. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on March 16, 2021 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD

1.     Security Cameras – Jerry Gardner is coming out to reset the laptop.  Our internet is too slow to handle all our cameras.  Vista Beam said they will upgrade our equipment to make it faster.  Officials will be the ones to have the code for the app for the cameras.  Kathy Natale, Deputy Treasurer, reported that we need a panic button for each desk; she is going to apply for another grant to pay for that.  The Communication Center is going to provide the service for the panic buttons free of charge.

2.     Lite-Em Up Custom Burning – Rick Craig, Lite-Em Up Custom Burning, reported they started to put up a building.  The footings are 23 feet into the road right of way.  Rick requested that the right of way be moved back 30 feet and leave the right of way at 70 feet.  There was discussion of the steps that need to be done to request the change.

3.     Tyne Jackson – Juvenile Assessment Center – Grant Signature -   Tyne Jackson, Juvenile Assessment Center, explained what services are provided with the grant.  Gifford moved to approve the Memo of Understanding between the Panhandle Partnership Inc and Banner County and authorize the Chairman to sign it.

4.     Application for Snow Removal and/or Surface Grading – The application was approved.

REPORTS

HIGHWAY DEPARTMENT – Tom Neal, Highway Superintendent, reported that the bucket is on the 950.  The new skin is on the 750 dozer.  A clutch is being installed in the 1997 Chevrolet. Tom said a request for extension on the hazardous litigation will be made.  The heater in the Road Office was repaired and the heater in the shop needs replaced.  Tom presented two bids.  The computer in the shop is outdated and needs replaced.  The gutter on the shop on the North side need replaced.  Chad with NIRMA suggested that the safety committee get a tablet.  The Road Department will be having a safety meeting the first Friday of the month over breakfast.  The shop needs an exhaust fan over the welding area. 

COUNTY ATTORNEY

Mark Kovarik, County Attorney, reported that there is County Court on March 3rd and District Court on March 4th.  Most of the cases at this point are for traffic.

TREASURER

Monty Stoddard, Treasurer, reported that there were no properties to sell at the Tax Sale.  There were some small changes with the Pledged collateral.  Monty has received some calls concerning the Steering Committee interest. He has received the monies from the Hubbard Gap Fire and needs to have claims to issue the checks.  We will need to conduct a budget amendment hearing.

CLERK

Lisa Cross, Clerk, reported that she sent in a letter opposing LB102.  The Clerk’s Office sent out certified letters informing landowners of the vacation of alleys and streets in the Village of Harrisburg.  All offices are starting to work on clearing old records out of the basement.
