BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on March 23, 2021. This is in accordance with the adjournment of the March 2, 2021, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on March 19, 2021.  The agenda was not amended less than 24 hours prior to the meeting.

The chairman called the meeting to order at the hour of 8:31 a.m. Present on roll call were: Chairman Robert Post; Vice Chairman Robert J. Gifford; Member Sharon Sandberg; Mark Kovarik, Attorney; Lisa Cross, Clerk; Bernice Huffman, Assessor; Tom Neal, Highway Superintendent.  Present various times:  Monty Stoddard, Treasurer.  Present via zoom:  Kim Henson. 

The chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.

The agenda was examined, and Sandberg moved to approve as presented. Second by Gifford.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the minutes for March 2, 2021, and that the actions therein be ratified. Second by Sandberg. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.

ITEMS OF BUSINESS BEFORE THE BOARD - None

Sandberg made a motion to adjourn the Banner County Board of Equalization meeting at 8:43 a.m. Second by Gifford. Roll call vote: Post, yes; Sandberg, yes; Gifford, yes. The next meeting will be held in regular session on April 6, 2021 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

1.      Bids on refurbishing courtroom tables and desks – Gifford made a motion to go with the bid from Wardog’s Woodworks.  Second by Sandberg.  Roll call vote:  Post, yes; Gifford, yes; Sandberg, yes.

2.     Continuing education for Weed Superintendent-Buck Hottell reported he is current on his continuing education.  He has submitted all the paperwork required by the State of Nebraska to obtain his license by reciprocity. 

3.     Discussion of Planning Commission joint meeting – An invitation for the Planning Commission to join the Banner County Commissioner meeting on April 6, 2021 or April 20, 2021 will be emailed to the President of the Planning Commission.

4.     30 x 30 Land Grab – There was discussion about the 30 x 30 Land Grab.  A resolution for it will be on the next agenda.

5.     Resolution 21-11 for Road Closure Sign and Resolution 21-12 for Do Not Enter When Flooded Sign – Sandberg made a motion to approve the Resolution 21-11.  Second by Gifford.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes. Gifford mad a motion to approve the Resolution 21-12.  Second by Post.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes. 

6.     Set date for Hearing of Closure of Certain Streets and Alleys in Village of Harrisburg – Sandberg made a motion to set the Hearing for Closure of Certain Streets and Alleys in Village of Harrisburg on April 20th @ 6:30 pm.  Second by Gifford.  Roll Call Vote:  Post, yes; Gifford, yes; Sandberg, yes.

7.     Progress of Cleary Building – Sharon Sandberg reported she would call and find out what the status of the building is.

8.     Discussion of Targeted Email Notices of Meetings – After discussion, it was decided if someone wants to know the items on the agenda they could call in and ask.

COMMITTEE REPORTS

Region 1 is back to working in the office.  Nebraska Strong will be ending July 2021.

PADD is looking into absorbing Panhandle RCHD and High Plains Weed District.

REPORTS

HIGHWAY DEPARTMENT – Tom Neal, Highway Superintendent, reported that they have some culverts to put in for the hazard mitigation.  Tom presented prices on leasing a mini excavator.   

COUNTY ATTORNEY

Mark Kovarik, County Attorney, reported that business is as usual.  Most tickets are speeders and traffic violations.

TREASURER

Monty Stoddard, Treasurer, presented a copy of parcels that taxes weren’t paid as of the tax sale.  Part of the CARES money for the Sheriff has arrived.  The money for the Highway Buyback was received last week.

CLERK

Lisa Cross, Clerk, presented the Clerk Fees and Month End for District Court.  A tablet was ordered for the Road Department for the Safety Committee.  The Clerk’s Assistant will be leaving in June.  

Sandberg made a motion to adjourn the meeting of the Banner County Board of Commissioners at 10:55 a.m.  Second by Gifford. Roll call vote: Sandberg, yes; Post, yes; Gifford, yes.
