BOARD OF EQUALIZATION PROCEEDINGS

 

The Banner County Board of Equalization met in regular session in the Courtroom of the Banner County Courthouse on August 3, 2021. This is in accordance with the adjournment of the July 20, 2021, meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE, at the Post Office, the Banner County School, at the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

 

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on July 28, 2021.  The agenda was not amended less than 24 hours prior to the meeting.

 

The chairman called the meeting to order at the hour of 8:30 a.m. Present on roll call were: Chairman Robert Post; Member Sharon Sandberg; Mark Kovarik, Attorney; Bernice Huffman, Assessor; Lisa Cross, Clerk;

Tom Neal, Highway Superintendent; Toney Krajewski; Buck Hottell, Weed Superintendent; Travis Fix;

Tony Brown. Present at various times:  Monty Stoddard, Treasurer.  Present via Zoom:  Alma Johnson, and at various times Jennifer Reinninger.  Absent:  Vice Chairman Robert Gifford.

The chairman stated that the open meetings law is posted on the meeting room window and that paper copies are available on the table by the door.

 

The agenda was examined, and Sandberg moved to approve as presented. Second by Post.  Roll call vote:  Post, yes; Sandberg, yes.

 

The minutes of the previous meeting had been supplied to each board member. Sandberg moved to approve the minutes for July 20, 2021, and that the actions therein be ratified. Second by Post. Roll call vote: Sandberg, yes; Post, yes;.

Sandberg made a motion to adjourn the Banner County Board of Equalization meeting at 8:44 a.m. Second by Post. Roll call vote: Post, yes; Sandberg, yes. The next meeting will be held in regular session on August 17, 2021, or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD

 

1.       Resolution 21-23 concerning the petition for partial vacation of Court Street right-of-way in the Village of Harrisburg, NE – Sandberg read the proposed Resolution 21-23 out loud.  Sandberg made the motion to approve and sign the Resolution 21-23.  Second by Post.  Roll Call Vote:  Post, yes; Sandberg, yes.

2.      Consider and adopt Resolution 21-24 request for levy determining final allocation of levy authority – After Post read the proposed Resolution 21-24, he made the motion to approve and sign it.  Second by Sandberg.  Roll Call Vote:  Post, yes; Sandberg, yes.

3.      Joe Blanke with Murphy Tractor – discussion of repair bill – Due to the newness of the purchase and so few hours of use on the dozer, Banner County will not be billed for the repairs. 

 

REPORTS

 

Weed Superintendent – Buck Hottell, Weed Superintendent, reported this is a bad year for weeds.  Common Mullen is a problem.  Buck is having trouble finding anyone to spray the CRP.  None of the big companies will spray, so he is trying to find a solution for the residents that are having issues with it.  There is a lot of Canadian Thistle and Bind Weed.  Buck has talked to several people spray theirs and has even sprayed some of it himself.  Most people have been good to respond and get it taken care of.

 

4.       Approval of the Inventories – After reviewing the inventories, Sandberg made a motion to approve the Banner Cunty Treasurer, Banner County Attorney, Banner County Court, Banner County Highway Superintendent, Banner County Clerk, Register of Deeds and Clerk of the District Court, Banner County Building & Grounds, Banner County Real Estate, Banner County Assessor, Banner County Sheriff Inventories.  Second by Post.  Roll Call Vote:  Post, yes; Sandberg, yes.

 

5.       Set date for Budget Hearing – Post made a motion to set the Budget Hearing date on

September 7, 2021 @ 10:30.  Second by Sandberg.  Roll Call Vote:  Post, yes; Sandberg, yes.

 

6.       PADD Board Member Designation Form for 2021-22 – Sandberg made a motion to appoint Gifford as the designated representative and Sandberg as the alternative.  Second by Post.  Roll Call Vote:  Post, yes; Sandberg, yes.

7.      Chip Seal for Parking Lot – After discussion, the decision was made to check with some local businesses to get estimates for the parking lot. 

 

 

REPORTS

 

Highway Superintendent – Tom Neal, Highway Superintendent, reported that they are working on Road 26.  They are not only rebuilding the road but also cleaning the ditches out.

 

County Attorney – Mark Kovarik, Banner County Attorney, reported that it was a very busy weekend traffic wise.  Once he receives the fully signed Resolution 21-23 for the vacation of the Court Street right-of-way, he will send a letter requesting the footings to be removed.

 

Treasurer – Monty Stoddard, Treasurer, has been working on the budget.  They are getting ready for tax receipts.  Both Monty and Kathy have been working on completing the Learning Management System training that is thru NACO.

Clerk – Lisa Cross, Clerk, has been working on the budget.  She also worked on completing the inventories. 

 

Sheriff – Stan McKnight, Sheriff, reported he only had one application for Deputy Sheriff turned in at this time.

 

 

 

Sandberg made a motion to adjourn the meeting of the Banner County Board of Commissioners at

10:26 a.m.  Second by Post. Roll call vote: Sandberg, yes; Post, yes.
