BANNER COUNTY
BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on September 15, 2015. This is in accordance with the adjournment of the September 1, 2015 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, and at the clerk’s office and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on September 11, 2015.  The agenda was not amended less than 24 hours prior to the meeting.

The chairman called the meeting to order at the hour of 8:40 a.m. Present on roll call were: Chairman Robert J Gifford; Vice Chairman John-Robert Faden; Member Robert Post; Jim Zimmerman, Attorney, and Lori Hostetler, Clerk. Also present at various times: Tom Neal, Highway Superintendent.

The chairman stated that the open meetings law is posted on the meeting room wall and that paper copies are available on the table by the door.

The agenda was examined, and Post moved to approve as presented. Second by Faden.  Roll call vote: Gifford, yes; Faden, yes; Post, yes.

The minutes of the previous meeting had been supplied to each board member. Faden moved to approve the minutes for September 1, 2015 and that the actions therein be ratified. Second by Post. Roll call vote: Gifford, yes; Faden, yes:  Post, yes.

ITEMS OF BUSINESS BEFORE THE BOARD – None

Post made a motion to adjourn the Banner County Board of Equalization meeting at 8:45 a.m. Second by Faden.  Roll call vote:  Post, yes; Gifford, yes; Faden, yes. The next meeting will be held in regular session on October 6, 2015 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD
  
Item #1 – Discussion and possible action on a request for the creation of a sick leave fund for an employee – After reviewing a request from an employee, Post made a motion to approve the creation of a sick leave fund for the employee. Second by Faden. Roll call vote: Post, yes; Faden, yes; Gifford, yes.

Item #3 – Discussion and possible action concerning setting a date for flu shot vaccinations to be administered at the courthouse for county residents and employees – After discussion, Post made a motion to set the date for the flu vaccination clinic for October 21st and to authorize the chairman to sign the agreement. Second by Faden. Roll call vote: Gifford, yes; Faden, yes; Post, yes.

Item #4 – Review and possible approval of Networkfleet Hardware & Service Order for Verizon GPS Tracking Service - After review and discussion, Post made a motion to approve the Networkfleet Hardware & Service Order for Verizon GPS Tracking Service and to authorize the chairman to sign. Second by Faden. Roll call vote: Post, yes; Gifford, yes; Faden, yes.

Item #11 – Discussion and possible action on performance bonus for groundskeeper – The commissioners stated that they are extremely pleased with the job the groundskeeper has done. However, because they have not done so in the past for other employees, no performance bonus would be given.

REPORTS

HIGHWAY SUPERINTENDENT
Tom Neal, Highway Superintendent reported that the new employee has started. He said that the mower tractor needs major repairs, so they are leasing a tractor so they can continue mowing. He stated that the Air Force is in the process of graveling several roads in the county.

COUNTY ATTORNEY
Jim Zimmerman, Attorney stated that he had sent out a question to Members of the Nebraska County Attorneys Association in regards to the county surveyor salary and benefits. He indicated that the general consensus was that nothing needed to be done differently.

COUNTY TREASURER
Monty Stoddard, Treasurer presented information regarding the only 2013 taxes that have not been picked up at the tax sale. The commissioners said that they did not prefer to pay them.

COUNTY CLERK
Lori Hostetler, Clerk presented the clerk and the clerk of the district court fee reports. She reported that she had received the signed petitions for the Death Penalty Referendum and had verified the signatures.

Item #2 – Discussion and possible approval of contract with Pritchard and Abbott for oil and gas appraisals – Sharon Sandberg, Assessor presented the contract for review. Gifford made a motion to approve the contract with Pritchard and Abbott, Inc. and to authorize the chairman to sign. Second by Faden. Roll call vote: Gifford, yes; Faden, yes; Post, yes.

WEED SUPERINTENDENT REPORT
Cris Burks, Weed Superintendent reported that she is working on follow-up inspections. She also thanked the commissioners for their support of her actions regarding 10 day notices.

Item #5 – Budget hearing – 10:00 a.m. – The chairman called the budget hearing to order at the hour of 10:00 a.m. The budget message was presented, and the budget was discussed.

Item #6 – Hearing to set the Banner County Tax Levy at a different rate than last year – 10:00 a.m. – The chairman called this hearing to order at 10:00 a.m. to be heard concurrently with the budget hearing.

The chairman called both hearings closed at 10:17 a.m.

Item #7 – Discussion and possible adoption of Resolution for the Allowable Increase of 2015-2016 Restricted Funds by an additional 1% - Faden made a motion to adopt the Resolution for the Allowable Increase of 2015-2016 Restricted Funds by an additional 1%. Second by Post. Roll call vote: Gifford, yes; Post, yes; Faden, yes.

Item #8 – Discussion and possible adoption of Resolution Setting the Property Tax Request for 2015-2016 and setting the Banner County Tax Levy at a different rate than the 2014-2015 Levy – Post made a motion to adopt theResolution Setting the Property Tax Request for 2015-2016 and setting the Banner County Tax Levy at a different rate than the 2014-2015 Levy. Second by Faden. Roll call vote: Post, yes; Faden, yes; Gifford, yes.

Item #9 – Discussion and possible adoption of Resolution of Adoption and Appropriations 2015-2016 Banner County Budget – Post made a motion to adopt the Resolution of Adoption and Appropriations 2015-2016 Banner County Budget. Second by Faden. Roll call vote: Faden, yes; Gifford, yes; Post, yes.

Item #10 – Discussion and possible adoption of Resolution for the Authorization of Petty Cash Funds – Gifford made a motion to adopt the Resolution for the Authorization/Reauthorization of Petty Cash Funds. Second by Faden. Roll call vote: Gifford, yes; Faden, yes; Post, yes.
