BANNER COUNTY
BOARD OF EQUALIZATION PROCEEDINGS

 The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on April 7, 2015. This is in accordance with the adjournment of the March 17, 2015 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, and at the clerk’s office and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

 The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on April 2, 2015.  The agenda was not amended less than 24 hours prior to the meeting.

 The chairman called the meeting to order at the hour of 8:32 a.m. Present on roll call were: Chairman Robert J Gifford; Vice Chairman John-Robert Faden; Member Robert Post; Sharon Sandberg, Assessor; Jim Zimmerman, Attorney; Carl Gilbert, Surveyor, and Lori Hostetler, Clerk. Also present at various times: Tom Neal, Highway Superintendent; Toney Krajewski, Assistant Highway Superintendent, and Rob Leaf.

 The chairman stated that the open meetings law is posted on the meeting room wall and that paper copies are available on the table by the door.

 The agenda was examined, and Faden moved to approve as presented. Second by Gifford.  Roll call vote:  Post, yes; Gifford, yes; Faden, yes.

 The minutes of the previous meeting had been supplied to each board member. Post moved to approve the minutes for March 17, 2015 and that the actions therein be ratified. Second by Faden. Roll call vote:  Post, yes; Gifford, yes; Faden, yes.

 ITEMS OF BUSINESS BEFORE THE BOARD – None

 Sharon Sandberg, Assessor reported the total agricultural land value for 2015. She said that Oil and Gas values were down 10 million dollars. She also presented the Reports and Opinions from the Property Tax Administrator and gave a comparison of land values in the panhandle.

 Faden made a motion to adjourn the Banner County Board of Equalization meeting at 8:47 a.m.  Second by Post.  Roll call vote:  Post, yes; Gifford, yes; Faden, yes. The next meeting will be held in regular session on April, 2015 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

 ITEMS OF BUSINESS BEFORE THE BOARD                     

Item #1 – Discussion and possible action on museum use of the county lawnmower – Vicki Greathouse-Stone – Vicki Greathouse – Stone, President of the Banner County Historical Society stated that they would like to continue with the agreement with the county regarding the use of the county lawnmower. Gifford made a motion to continue the agreement with the museum for use of the county lawnmower. Second by Post. Roll call vote: Gifford, yes; Post, yes; Faden, yes. 

Item #2 – Void check # 1503078 – Faden made a motion to void check # 150378. Second by Post. Roll call vote: Post, yes; Faden, yes; Gifford, yes. 

Item #3 - Discussion and possible action on the University of Nebraska Cooperative Extension Division & Banner County Supplement to the Interlocal Agreement– After review, Post made a motion to accept and approve the University of Nebraska Cooperative Extension Division & Banner County Supplement to the Interlocal Agreement. Second by Faden. Roll call vote: Post, yes; Gifford, yes; Faden, yes. 

Item #4 - Discussion and possible action on the employee health expenses that will be reimbursed from the Health Reimbursement Account – After discussion, Gifford made a motion that the employees who are not eligible for the Health Savings Account will be reimbursed from the Health Reimbursement Account for their Blue Cross / Blue Shield Health Insurance deductible according to the Explanation of Benefits they receive from the company. Second by Faden. Roll call vote: Faden, yes; Gifford, yes; Post, yes. 

Item #5 – Discussion and possible action on the Weed Superintendent position – There was discussion on the counties that have contracted out the weed superintendent position. Rob Leaf asked about the requirements for the job. There was discussion on how to hire for the position. The job opening will be advertised. 

REPORTS 

HIGHWAY SUPERINTENDENT REPORT
Tom Neal, Highway Superintendent reported on the different roads that have been graveled. He stated that he will be attending a Bridge Conference in Kearney next week. He said that he would like to look at the possibility of purchasing a trailer to haul the Skidsteer and could also use a posthole digger. There was discussion on the affect the dry weather is having on the roads. He also stated that he is need of another road employee. It was agreed that the county would advertise for a road employee position.

COUNTY SURVEYOR
Carl Gilbert, Surveyor reported that he had been surveying an area on Road 6 and the county line. He said that he would be getting information to the county attorney regarding Oil and Gas surveys.

 COUNTY TREASURER REPORT
Monty Stoddard, Treasurer presented a delinquent taxes listing and reported that his office is preparing for tax collections this month.

 COUNTY CLERK REPORT
Lori Hostetler, County Clerk reported that the new groundskeeper has started. She presented her response to the retirement audit from NPERS.

 No other reports.

 Post made a motion to adjourn the meeting of the Banner County Board of Commissioners at 10:38 a.m.  Second by Faden.  Roll call vote: Post, yes; Gifford, yes; Faden, yes.
