BANNER COUNTY
BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on October 20, 2015. This is in accordance with the adjournment of the October 6, 2015 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, and at the clerk’s office and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on October 16, 2015.  The agenda was not amended less than 24 hours prior to the meeting.

The chairman called the meeting to order at the hour of 8:33 a.m. Present on roll call were: Chairman Robert J Gifford; Member Robert Post; Jim Zimmerman, Attorney; Toney Krajewski, Assistant Highway Superintendent, and Lori Hostetler, Clerk. Also present at various times: Vice Chairman John-Robert Faden and Tom Neal, Highway Superintendent.

The chairman stated that the open meetings law is posted on the meeting room wall and that paper copies are available on the table by the door.

The agenda was examined, and Post moved to approve as presented. Second by Gifford.  Roll call vote: Gifford, yes; Post, yes.

The minutes of the previous meeting had been supplied to each board member. Post moved to approve the minutes for October 6, 2015 and that the actions therein be ratified. Second by Gifford. Roll call vote: Gifford, yes;  Post, yes.

CORRESPONDENCE – None

ITEMS OF BUSINESS BEFORE THE BOARD - None

Faden made a motion to adjourn the Banner County Board of Equalization meeting at 8:44 a.m. Second by Post.  Roll call vote:  Post, yes; Gifford, yes; Faden, yes. The next meeting will be held in regular session on November 3, 2015 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD
  
Item #1 – Discussion on bid for replacement of courthouse roof received from Fisher Roofing – Jay Edens – Jay Edens with Fisher Roofing explained the procedure that would be used to replace the roof and brought a sample of the roofing material. He said that the work will come with a 15 year Fisher Roofing warranty.

Item #2 – Possible action on bid for replacement of courthouse roof received from Fisher Roofing – Post made a motion to accept the bid of $44,500 from Fisher Roofing for the replacement of the courthouse roof. Second by Faden. Roll call vote: Faden, yes; Gifford, yes; Post, yes.

Item #3 – Consider the acceptance and signing of the Annual Report from the highway superintendent (SSAR) - After review, Faden made a motion to accept the SSAR and to authorize the chairman to sign. Second by Post. Roll call vote: Post, yes; Gifford, yes; Faden, yes.

REPORTS

WEED SUPERINTENDENT
Cris Burks, Weed Superintendent reported that she is doing follow- ups on areas that have been treated.

COUNTY CLERK
Lori Hostetler, Clerk stated that it appears that the audit is almost finished. She presented the clerk and clerk of the district court fee reports and a revised budget form that Pete had sent to the State. She reported that she had attended the NIRMA Self-Defense Conference and had received lots of useful information, as well as a dividend check for the county in the amount of $5,118.

TREASURER REPORT
Monty Stoddard, Treasurer reported that he had sent out letters to those still owing personal property taxes in hopes of avoiding the issuing of distress warrants. He presented the pledged collateral report and a report of pledged securities that have been withdrawn and said that he may be attending a tax legislation meeting on November 19th.

COUNTY ATTORNEY
Jim Zimmerman, Attorney stated that the Fall Training was informative.

HIGHWAY SUPERINTENDENT
Tom Neal, Highway Superintendent reported that they should be done mowing this week. He said that two of the GPS units have been installed in the pickups. He discussed different roads that are being graveled and said he would be going to Rapid City for the Local Road Conference this week.
