COMMISSIONERS PROCEEDINGS

The Banner County Board of Commissioners met in regular session on Tuesday, September 19, 2023 at 5:33 p.m. in the courtroom of the Banner County Courthouse.

Notice of the meeting was published in the Western Nebraska Observer. Meeting notices posted in Harrisburg, Nebraska at: Post Office, Banner County School, and the Banner County Courthouse.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the Banner County Clerk.  A copy was emailed to each board member on Friday, September 15, 2023.

Chairperson Darnall called the meeting to order at 5:33 p.m. Roll call showed all members present. Also present: County Clerk Katie West; County Treasurer Kathy Natale; and Sheriff Zane Hopkins.

Chairperson Darnall stated that the Open Meetings Act is posted in the back of this courtroom by the entrance.

Anderson led prayer.

Pledge of Allegiance was said.

Chairperson Darnall made a statement in support of Officials who are giving their best efforts for the betterment of the County and are still learning. Darnall stated she would like to move things forward in a more positive direction.

Agenda: The agenda for meeting was examined. Motion by Anderson to approve agenda. Second by Gifford. Roll call vote: Anderson yes; Darnall yes; Gifford absent. Motion carried.

Minutes from September 5, 2023 and September 14, 2023 meetings were examined. Motion by Anderson to approve the September 5, 2023 and September 14, 2023 minutes. Second by Gifford. Roll call vote: Gifford yes; Darnall yes; Anderson yes. Motion carried.

Correspondence: NIRMA (Nebraska Intergovernmental Risk Management Association) membership meeting. Notice of the normal NIRMA meeting was emailed to Board.

Reports: PADD (Panhandle Area Development District): Gifford stated the meeting he attended for PADD regarding cyber security mentioned there is a grant available, but Banner County is not able to collect retroactive monies, but could pay ongoing expenses. Gifford will do more research on the grants.

Items of business before the board:

  1. Credit Card Policy: Motion by Gifford to adopt the Credit Card policy. Second by Anderson. Roll call vote: Gifford yes; Darnall yes; Anderson yes. Motion carried.

  2. Stop Sign Program: State of Nebraska will pay for the upgraded stop signs. Banner County will be responsible for placing the stop signs. Tabled until end of meeting.

    Chairperson Darnall recessed meeting at 5:48 p.m., so the Board and public could utilize Rosita's Trokita food truck.

    Chairperson Darnall reconvened meeting at 6:12 p.m.

  3. Comprehensive Plan Hearing: Chairperson Darnall opened the public hearing at 6:12 p.m. Darnall thanked the committee members for all the hard work on the Comprehensive Plan. The Commissioners truly appreciate everything the committee has done for the county.

    1. Public Comments: Kyle Ann Hopkins asked what happens now with the people who were on the committee? Darnall stated there is a rotation plan for the committee. Kyle Ann Hopkins also asked when the next meeting should be? Attorney Kovarik stated that they either meet once a year to review the plan or quarterly to review changes needed.

    2. There being no further public comments, Chairperson Darnall closed the Comprehensive Plan Hearing at 6:29 p.m. Motion by Gifford to adopt the 2022 Banner County Comprehensive Plan. Second by Anderson. Roll call vote: Gifford yes; Darnall yes; Anderson yes. Motion carried.

  4. Stop Sign Program: Discussion. Motion by Gifford to adopt the State Stop Sign Program, authorizing the Chairperson to sign. Second by Anderson. Roll call vote: Gifford yes; Darnall yes; Anderson yes. Motion carried.

  5. Discuss/Act/Approve Claims: Motion by Gifford to approve the following claims. Second by Anderson. Roll call vote: Gifford yes; Darnall yes; Anderson yes. Motion carried.
