The Banner County Board of Commissioners will consider, take necessary action, and may go into executive session (pursuant to Section 84-1410 of the Revised Statutes of Nebraska), when applicable. Any agenda item may be moved at any time at the discretion of the Chairperson of the Board. Public hearings will be called at the times noted.

The Chairperson of the Board may call agenda items out of order, however, public hearings as noted will be called at the times noted. The Banner County Board of Commissioners may discuss, consider, and take necessary action on agenda items listed. The Banner County Board of Commissioners reserves the right to convene in Executive Session pursuant to Section 84-1410 of the Revised Statutes of Nebraska.

Additions may not be made to this agenda less than 24 hours before the beginning of the scheduled meeting unless added as an '‘emergency item'‘. Emergency agenda items, as required by State Law, may be considered by the Banner County Board of Commissioners. An emergency is " a sudden unforeseen happening or event which calls for immediate action and remedy.'‘

The agenda shall be kept continually current and is available for public inspection at the Banner County Clerk's office during regular business hours.

Minutes

The Banner County Board of Commissioners met in special session on Friday, March 22, 2024 at 9:00 a.m. in the courtroom of the Double L Cafe, Highway71, Harrisburg.

Notice of the meeting was published in the Western Nebraska Observer. A copy of proof of publication is on file in the office of the Banner County Clerk. Meeting notices posted in Harrisburg, Nebraska at: Post Office, Banner County School, and the Banner County Courthouse.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the Banner County Clerk.  A copy was emailed to each board member on Thursday, March 21, 2024.

  1. Chairperson Darnall called meeting called to order at 9:00 a.m.
  2. Clerk West took roll call, showing all Board members present. Also present: Road Superintendent, Pat Parsons; County Attorney, Mark Kovarik; Sheriff Zane Hopkins; County Clerk Katie West; County Treasurer Kathy Natale; and County Assessor Kacy Krakow.
  3. Chairperson Darnall announced a copy of the Nebraska Open Meetings Act is in the possession of Clerk Katie West.
  4. Lease led prayer.
  5. Consent Agenda:Approval of Agenda: Motion by Anderson to approve agenda. Second by Lease. Roll call vote: Lease yes; Darnall yes; Anderson yes. Motion carried.
    • Adopt March 19,2024 Minutes: Motion by Anderson to adopt March 19, 2024 minutes. Second by Lease. Roll call vote: Lease yes; Darnall no; Anderson yes. Motion carried.
  6. Items of Business Before the Board:
    • Banner County Roads: Anderson stated the Sentinel Project will be delayed, due to funding issues. Anderson stated he spoke to Terry Higgins, there is no road agreement to discuss at this time. Anderson stated the roads would be built by the Air Force, and maintained by the county. Lease asked how much Banner County receives from the Air Force? Treasurer Natale answered approximately $40,000.00/year. Darnall stated the Air Force pays Banner County for maintenance on the roads going past the missle sites. Discussion on auto gates. Anderson stated currently Banner County is meeting the minimum standards for auto gates. Anderson said a temporary solution is to place signage on auto gates that are too narrow.
    • Job Descriptions Road Department: Discussion on job descriptions and accuracy. Darnall stated reviewing current job descriptions, and move forward in a positive manner. Anderson stated Banner County should utilize the foremen hired. Darnall would like to have road department job descriptions by April 1, 2024 for review.
    • Budget: Discussion on possible date for Commissioners to hold a workshop and begin base work on 2024 - 2025 budget.
    • Solar Energy: Anderson stated the Air Force did not have enough information at this time regarding the solar project in Scottsbluff County. Darnall stated the Scottsbluff Planning Commission will meet on April 9, 2024 at 7:00 p.m in the Scottsbluff County Commissioner’s room. This meeting will be the approval/denial of the conditional use permit for the solar panel project in Scottsbluff County, which is the starting point for this solar project. This meeting is open to the public.
    • Building and Grounds: Discussion on vault in courthouse, microfilming, etc. Sheriff Hopkins asked about upgrade for the alarm system at the courthouse. Jay Dove mentioned needing to add additional lights to some locations. Lease commented the Road Department shop building is showing signs of distress. Darnall suggested doing repairs each year to alleviate the cost.
  7. Adjournment: Motion by Lease to adjourn at 11:51 a.m. Second by Anderson. Roll cal vote: Lease yes; Darnall yes; Anderson yes. Motion carried.

The next regular meeting will be held April 2, 2024 at 8:45 a.m. or at the call of the Clerk. An agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg, Nebraska.
