Property Tax Hearing and

Budget Hearing

            Banner County Board of Commissioners met in special session Tuesday, September 22, 2026, at 5:00 p.m. in the courtroom of Banner County Courthouse. Notice of meeting was given by publication in Western Nebraska Observer.  A copy of the proof of publication is on file in Banner County Clerk's office.  Notices were also posted in Harrisburg, Nebraska Post Office; Banner County Public School; Banner Capitol Bank; office of Banner County Clerk; and front window of Banner County Courthouse.

            Agenda is kept current and available during regular business hours in Banner County Clerk's office.  A copy of the agenda was sent to Board of Commissioners on Friday, September 18, 2026.

  1. Chairperson Darnall called meeting to order at 5:00 p.m. 
  2. Clerk Lambert took roll call showing all members present. Others present: Sheriff Hopkins, Clerk Lambert, County Attorney Brenner, and Jerry Soule.
  3. Chairperson Darnall stated the Nebraska Open Meetings Act is posted by the back door of the courtroom.
  4. Motion by Anderson to approve agenda. Second by Lease. Roll call vote: Darnall yes; Anderson yes; Lease yes. Motion carried.
  5. 5:00 p.m Open Public Hearing Regarding 2026 – 2027 Budget: Chairperson Darnall opened public hearing at 5:01 p.m. Sheriff Hopkins commented on potential grants for the Sheriff’s office that may alleviate future funding for the Sheriff’s office. 
  6. 5:15 p.m. Close Public Hearing Regarding 2026 – 2027 Budget: Motion by Anderson to close public hearing regarding 2026 – 2027 budget. Second by Lease. Roll call vote: Lease yes; Anderson yes; Darnall yes. Motion carried. Public hearing regarding 2026 – 2027 budget closed at 5:15 p.m.
  7. 5:15 p.m. Open Public Hearing Regarding Property Tax Request: Chairperson Darnall opened public hearing at 5:15 p.m. No public comments.
  8. 5:45 p.m. Close Public Hearing Regarding Property Tax Request: Motion by Anderson to close public hearing regarding property tax request. Second by Lease. Roll call vote: Lease yes; Anderson yes; Darnall yes. Motion carried. Public hearing regarding 2026 – 2027 property tax request closed at 5:45 p.m.
  9. Items of Business Before the Board:

    1. Resolution 26 – 22: Adopt 2026 – 2027 Banner County Budget: Anderson read Resolution 26 – 22: Banner County Budget Adoption and Appropriations. Motion by Anderson to adopt Resolution

      26 – 22: Banner County Budget Adoption and Appropriations as read. Second by Darnall. Roll call vote: Lease yes; Anderson yes; Darnall yes. Motion carried.

    2. Resolution 26 – 23: Set Property Tax Request: Lease read Resolution 26 – 23: Set Property Tax Request. Motion by Lease to adopt Resolution 26 – 23: Set Property Tax Request as read. Second by Anderson. Roll call vote: Anderson yes; Darnall yes; Lease yes. Motion carried.

  10. Public Comments:

    1. None

    Chairperson Darnall adjourned meeting at 5:52 p.m.

    Next regular Board of Commissioners meeting will be October 6, 2026, at 8:45 a.m. or at the call of Banner County Clerk. Agenda for matters to be considered on such date and time is kept continually current and is available for public inspection during normal business hours at Banner County Courthouse in Harrisburg, Nebraska.
