Public Comments: Banner County Board of Commissioners will receive public comments on items discussed at this meeting or suggestions for items of discussion at a future Banner County Board of Commissioners meeting. Board will not act and/or respond to comments presented on this date. Please keep comments limited to three minutes.
  6. Items of Business Before the Board:
    • Approve Permit to Occupy Right – of – Way to Aptim.

Banner County Board of Commissioners Proceedings

Special Meeting

            Banner County Board of Commissioners met in special session Tuesday, September 22, 2026, at 4:30 p.m. in the courtroom of Banner County Courthouse. Notice of meeting was given by publication in Western Nebraska Observer.  A copy of the proof of publication is on file in Banner County Clerk's office.  Notices were also posted in Harrisburg, Nebraska Post Office; Banner County Public School; Banner Capitol Bank; office of Banner County Clerk; and front window of Banner County Courthouse.

            Agenda is kept current and available during regular business hours in Banner County Clerk's office.  A copy of the agenda was sent to Board of Commissioners on Friday, September 18, 2026.

  1. Chairperson Darnall called meeting to order at 4:44 p.m. 
  2. Clerk Lambert took roll call showing all members present. Others present: Sheriff Zane Hopkins, Clerk Lambert, County Attorney Brenner, and Jerry Soule.
  3. Chairperson Darnall stated the Nebraska Open Meetings Act is posted by the back door of the courtroom.
  4. Motion by Lease to approve agenda. Second by Anderson. Roll call vote: Darnall yes; Andersonl yes; Lease yes. Motion carried.
  5. Public Comment:
  • None
  1. Items of Business Before the Board:
  • Approve Permit to Occupy Right – Of – Way to Aptim: County Attorney Brenner emailed potential Permit to Occupy Right – of – Way permit to Board last week for review. Motion by Lease to approve Permit to Occupy Right – of – Way to Aptim authorizing Chairperson to sign. Second by Anderson. Roll call vote: Anderson yes; Lease yes; Darnall yes. Motion carried. 
  1. Adjournment: Chairperson Darnall adjourned meeting 4:48 pm.

Next regular Board of Commissioners meeting will be October 6, 2026, at 8:45 am or at the call of Banner County Clerk. Agenda for matters to be considered on such date and time is kept continually and is available for public inspection during normal business hours at Banner County Courthouse in Harrisburg, Nebraska.
