Next Banner County Board of Commissioners Meeting: Tuesday, June 16, 2026 - 8:45 a.m.
*Notice of changes to agenda contact Banner County Clerk. Additions may not be made to this agenda less than twenty - four hours before beginning of meeting unless added as an emergency item. Banner County Board of Commissioners reserves the right to add an emergency agenda item pursuant to Section 84-1410 of Revised Statutes of Nebraska.

Banner County Board of Commissioners Proceedings
The Banner County Board of Commissioners met in regular session on Tuesday, June 2, 2026, at 8:45 A.M. in the courtroom of the Banner County Courthouse. Notice of the meeting was given by publication in the Western Nebraska Observer. A copy of the proof of publication is on file in the office of the County Clerk. Notices were also posted in the Harrisburg, Nebraska Post Office; the Banner County Public School; the office of the County Clerk; and the front window of the Banner County courthouse.
The agenda of the meeting is kept current and is available during the regular business hours in the office of the County Clerk. A copy of the agenda was sent to the Commissioners on Monday, June 2, 2026.
Chairperson Darnall called the meeting to order at 8:47 A.M. County Clerk Katie West took roll call showing: Don Lease, present; Robin Darnall, present; Laif Anderson, present. Chairperson Darnall stated that the Nebraska Open Meetings Act is posted by the back door of the courtroom.
Lease led prayer.
The Pledge of Allegiance was said.
The agenda was examined. Anderson moved to approve the agenda. Lease seconded the motion. Roll call vote: Lease, yes; Darnall, yes; Anderson, yes. Motion carried.
The minutes of the May 19, 2026, meeting were examined. Lease moved to approve the May 19, 2026, minutes. Anderson seconded the motion. Discussion was had. Roll call vote: Lease, yes; Darnall, yes; Anderson, yes. Motion carried.
Correspondence:
- Budgetary Increases for next budget cycle – MIPS – Candace Meredith – The Board reviewed the information, and a discussion was had.
- Long-Range Transportation Plan - NDOT – The Board reviewed the information and a discussion was had.
Public Comment:
- Zane Hopkins – Hopkins informed the Board that there will be a gravel bike race on June 13, 2026, the route includes Wright’s Gap, Hubbard’s Gap, and Hackberry. Construction on Highway 71 has started and will continue through November 2026. Hopkins also informed the Board that Scottsbluff County had banned fireworks, and he feels we should follow suit. Discussion was had. The Board would like a resolution at the next meeting to also include Banner County banning fireworks for the year.

Items of Business Before the Board:
- Approval for SDL for Flyover Brewing Company – Niki Egan – Dan Morten represented the Flyover Brewing Company and answered the Board’s questions. Discussion was had. Lease moved to approve the Special Designated License (SDL) for the Flyover Brewing Company for June 27, 2026. Anderson seconded the motion. Roll call vote: Lease, yes; Darnall, yes; Anderson, yes. Motion carried.
- NACO Update – John Canon – Canon updated the Board on legislation and what NACO does for the counties and government employees.
- Resolution transferring funds from Weed fund to Inheritance fund – Tim Grubbs – This business item was tabled until June 16, 2026.
- Interlocal Agreement for Emergency Mutual Aid and Assistance – Commissioners – Discussion was had. Anderson moved to rescind the Interlocal Mutual Aid and Assistance Agreement and accept the revised Interlocal Mutual Aid and Assistance Agreement dated May 10, 2026. Lease seconded the motion. Roll call vote: Lease, yes; Darnall, yes; Anderson, yes. Motion carried.
- Discuss and Approve trailer bid – Eric McCoy – Grubbs presented to the Board the different quotes with the specs. Discussion was had. Darnall moved to purchase the Kaufman trailer from Kaufman Trailers, LLC for no more than $36,164.80. Anderson seconded the motion. Roll call vote: Lease, yes; Darnall, yes; Anderson, yes. Motion carried.
- Review and possible approval of a new door for Weed building – Don Lease – Discussion was had. Grubbs stated that there are enough funds in the weed function and that the door is already on order for $4,025.00.
- West Nile virus prevention supplies – PPHD – The Board reviewed the information. Darnall moved to get four boxes of OFF! DEET Wipes, three cans of Cutter’s Bug Spray, 20 West Nile Virus Informational Brochures, and three Mosquito Dunks from PPHD to make available to the public at the courthouse. Anderson seconded the motion. Roll call vote: Lease, yes; Darnall, yes; Anderson, yes. Motion carried.
- End of fiscal year meeting date – Katie West – The Board set a year-end fiscal year meeting date of Monday, June 29, 2026 @ 8:30 A.M.
- Discussion and Direction on Comprehensive Plan – Laif Anderson – Zach Ainsley explained to the Board that the commission needs some direction and funding but does not know exactly what to ask or who to ask. Discussion was had. Shiela Newell gave some advice to the Board and to the commission. The Board stated that they will consider putting some funding in the budget for the Planning Commission.
