Public Comments:  Banner County Board of Commissioners will receive public comments on items discussed at this meeting, or suggestions for items of discussion at a future Banner County Board of Commissioners meeting.  Board will not act and/or respond to comments presented this date.  You will have three (3) minutes after stating your name and address for the public record.

Banner County Board of Commissioner Proceedings

                The Banner County Board of Commissioners met in a special session, Tuesday, September 16, 2025, at 10:30 A.M. or immediately after the regular scheduled meeting in the courtroom of the Banner County Courthouse. Notice of the meeting was given by publication in the Western Nebraska Observer.  A copy of the proof of publication is on file in the office of the County Clerk.  Notices were also posted in the Harrisburg, Nebraska Post Office; the Banner County Public School; the office of the County Clerk; and the front window of the Banner County courthouse.

                The agenda of the meeting is kept current and is available during the regular business hours in the office of the County Clerk.  A copy of the agenda was sent to the Commissioners on Friday, September 12, 2025. 

                Chairperson Darnall called the meeting to order at 2:17 P.M. County Clerk Katie West took roll call showing: Don Lease, present; Robin Darnall, present; Laif Anderson, absent. Chairperson Darnall stated the Nebraska Open Meetings Act is posted by the back door of the courtroom. 

                The agenda was examined.  Darnall moved to approve the agenda.  Lease seconded the motion.  Roll call vote: Lease, yes; Darnall, yes; Anderson, absent.  Motion carried. 

Public Comment:

  • Kathy Natale – Natale expressed concerns of the levy at .39, asking if the that would be enough to run the county on when the budget was .42 last year. Natale also wanted the Board to consider the courthouse expenses along with the road expenses. Natale does not want the courthouse to be overlooked. 

Items of Business Before the Board:

  • Budget Workshop – Commissioners – Discussion was had on the levy. The Board went through all budget expenses in the general and road budgets. Anderson attended at 2:54 P.M. Discussion was had on equipment replacements and expenses for the road department with the Highway Superintendent, Eric McCoy. 

Chairperson Darnall adjourned the meeting at 5:10 P.M.

        The next regular meeting will be October 7, 2025, at 8:45 A.M. or at the call of the clerk. The Joint Public Hearing is on September 23, 2025 at 6:00 P.M.; the Budget Hearing is on September 25 at 9:00 A.M.; and the Final Tax Request Hearing at 9:30 A.M. An agenda for the matters to be considered at such date and time is kept continually and is available for public inspection during the normal business hours at Banner County in the courthouse in Harrisburg, Nebraska.
