    * Notice of changes to agenda contact Banner County Clerk.  Additions may not be made to this agenda less than twenty-four hours before beginning of meeting, unless added as an “emergency” item.  Banner County Board of Commissioners reserves the right to add an “emergency” agenda item, pursuant to Section 84-1410 of the Revised Statutes of Nebraska.

    * This agenda shall be kept continually current; a copy is available for public inspection at Banner County Clerk’s office during regular business hours.

  • The Chairperson of Board may call agenda items out of order as items and times are approximate and may vary; however, public hearings as noted will be called at times noted by agenda item. Banner County Board of Commissioners may discuss, consider, and take all necessary action on agenda items listed. Banner County Board of Commissioners reserves the right to convene in Executive Session pursuant to Section 84-1410 of the Revised Statutes of Nebraska.

Banner County Board of Commissioner Proceedings

                The Banner County Board of Commissioners met in special session, Thursday, June 26, 2025, at 8:30 A.M. in the courtroom of the Banner County Courthouse. Notice of the meeting was given by publication in the Western Nebraska Observer.  A copy of the proof of publication is on file in the office of the County Clerk.  Notices were also posted in the Harrisburg, Nebraska Post Office; the Banner County Public School; the office of the County Clerk; and the front window of the Banner County courthouse.

                The agenda of the meeting is kept current and is available during the regular business hours in the office of the County Clerk.  A copy of the agenda was sent to the Commissioners on Wednesday, June 25, 2025. 

                Chairperson Darnall called the meeting to order at 8:30 A.M. Chairperson Darnall stated the Nebraska Open Meetings Act is posted by the back door of the courtroom.  County Clerk Katie West took roll call showing: Don Lease, present; Robin Darnall, present; Laif Anderson, present. 

                Lease led prayer.

                The Pledge of Allegiance was said. 

                The agenda was examined.  Lease moved to approve the agenda.  Anderson seconded the motion. Roll call vote: Lease, yes; Darnall, yes; Anderson, yes. Motion carried. 

                 The minutes of June 17, 2025, meeting were examined.  Anderson moved to approve the minutes of June 17, 2025, meeting. Lease seconded the motion. Roll call vote: Lease, yes; Darnall, yes; Anderson, yes. Motion carried. 

Public Comment:

Items of Business Before the Board:

  • Storm Damage – Robin Darnall/Tim Grubbs
    • Region 22 Emergency Management – Rob Crowder

A list of storm damage was examined by the Board.  Tim Grubbs compiled the list, and West submitted the list into NIRMA.  Discussion was had on damage to vehicles and buildings. Rob Crowder spoke to the Board on what the expectations are of the State to declare a state of emergency. Crowder is not expecting any funding from the State. Discussion continued with grant availability. 

Claims:

General: Comfort Inn - $269.90 – Clerk Lodging; Adams Electric - $4,850.00 – Cleary Building; Josi Morgan - $3,500.00 – Balancing; Kimball County Treasurer - $1,975.12 – Extension Office; Courtyard by Marriott - $492.00 – Treasurer Lodging; Menards - $15.12 – Cleary Building; US Bank - $271.65 – Office Supplies, Fuel, Postage; Total - $11,373.79

Sheriff: Action Communications - $636.00 – Radio Equipment; Bytes - $233.96 – Monitor; Zane Hopkins - $10.00 – Title; Lynn Peavey Company - $57.81 – Blood Alcohol Kit; US Bank - $382.36 – Travel Expenses & Law Equipment; Total - $1,320.13

Roads: Bytes - $2,125.78 – Laptop; Jay Dove - $34.32 – Fuel; Harmony Inn - $321.00 – Lodging; Ideal/Bluffs - $57.75 – Janitorial Supplies; Morrill Hardware & Building - $3,168.00 – Culverts; NMC Cat - $14,677.55 – Parts & Labor; Raka Rentals - $3,500.00 – Tilt Bed Trailer; US Bank - $580.30 – Meals, Lodging, & Fuel; Total - $24,464.70

                Discussion was had on the credit card policy and reimbursement policy. Anderson moved to approve the claims.  Lease seconded the motion.  Roll call vote: Lease, yes; Darnall, yes; Anderson, yes.  Motion carried. 

                Chairperson Darnall adjourned the meeting at 9:24 A.M.

                The next regular meeting will be held July 1, 2025, at 8:45 A.M. or at the call of the clerk. The next special meeting will be held July 1, 2025, at 11:00 A.M.  An agenda for the matters to be considered at such date and time is kept continually and is available for public inspection during the normal business hours at Banner County in the courthouse in Harrisburg, Nebraska.
